法院审理查明，2001年6月至2007年3月，雷挺在茂名市担任建设局局长、党组书记。2004年，茂名市新光房地产开发有限公司开发了“星翠苑”商品房住宅项目，并规定只有茂名市建设局职工及其直系亲属才能认购，均价约为每平方米1900元。2005年，雷挺为谋求罗荫国(已判刑)的关照，将这一信息告诉罗荫国并征得其同意，以罗荫国母亲邹瑞坤的名义认购了“星翠苑”一处房产，雷挺分期支付了51万余元房款。

此外，法院还查明，雷挺在2007年至2008年担任茂名市规划局局长期间，在审批“碧水湾”等房地产项目过程中，未经研究论证，擅自决定容积率等重要指标的数值，未经广东省茂名市城市规划委员会审议或未经分管副市长审批，超越职权，擅自批准上述项目的规划设计条件和规划方案，违规提高房产容积率，致使国家利益遭受重大损失1.1亿多元。
法院以雷挺犯行贿罪、受贿罪、滥用职权罪，判处其有期徒刑16年，并处没收财产人民币10万元，受贿所得予以追缴，上缴国库。
