此次“中欧城镇化伙伴关系”广州论坛的主题设定为“中欧对话和可持续城市建设”，来自中国和欧盟方面的政府高层、企业家及社会组织代表200余人出席了论坛。双方代表围绕“农村建设用地”及“城市公共政策”等话题各抒己见。
住房和城乡建设部科学技术委员会常务副主任、原总经济师李秉仁在会上表示，中国的城镇化工作，主要是要解决农村建设土地及公共服务均等化等问题。
2008年开始，农村建设用地流转办法已在广东试行。土地流转形式有入股、出租、转包、转让和互换等5种基本形式。会后，一名房地产咨询公司相关负责人告诉南都记者，例如过去广州进行的部分城中村改造，就是将农村建设用地成功转化为了城市建设用地，但目前有农村用地转为国有建设用地是通过政府，从而形成了地价的“剪刀差”。
对此观点，李秉仁认为，农村建设用地是农民赖以生存之本。开展城镇化工作，最根本是保障农民权益，其中比较关键的就是如何保障农民的财产权。围绕这一话题，此前，便有专家提出了农村建设用地流转办法或可采用农民建设用地股份制等做法。“但土地问题是一个严肃的问题”，李秉仁认为，不能轻易加以判断哪种做法更好。但他强调，十八届三中全会通过的《决定》，提出了一个新的要求，紧紧围绕使市场在资源配置中起决定性作用深化经济体制改革，“这就是市场经济。所有资源配置，都应该在市场下完成”。
让更多的民间组织和企业参与公共政策
