  南都讯 记者任先博 昨日,前来参加“中欧城镇化伙伴关系”广州论坛的住房和城乡建设部科学技术委员会常务副主任李秉仁在接受记者采访时表示,所有资源配置工作,都应该是在市场下完成,农村建设用地流转工作也应如此。他还表示从未听过国家有要解禁小产权房的说法。

  此次“中欧城镇化伙伴关系”广州论坛的主题设定为“中欧对话和可持续城市建设”,来自中国和欧盟方面的政府高层、企业家及社会组织代表200余人出席了论坛。双方代表围绕“农村建设用地”及“城市公共政策”等话题各抒己见。


  住房和城乡建设部科学技术委员会常务副主任、原总经济师李秉仁在会上表示,中国的城镇化工作,主要是要解决农村建设土地及公共服务均等化等问题。


  2008年开始,农村建设用地流转办法已在广东试行。土地流转形式有入股、出租、转包、转让和互换等5种基本形式。会后,一名房地产咨询公司相关负责人告诉南都记者,例如过去广州进行的部分城中村改造,就是将农村建设用地成功转化为了城市建设用地,但目前有农村用地转为国有建设用地是通过政府,从而形成了地价的“剪刀差”。


  对此观点,李秉仁认为,农村建设用地是农民赖以生存之本。开展城镇化工作,最根本是保障农民权益,其中比较关键的就是如何保障农民的财产权。围绕这一话题,此前,便有专家提出了农村建设用地流转办法或可采用农民建设用地股份制等做法。“但土地问题是一个严肃的问题”,李秉仁认为,不能轻易加以判断哪种做法更好。但他强调,十八届三中全会通过的《决定》,提出了一个新的要求,紧紧围绕使市场在资源配置中起决定性作用深化经济体制改革,“这就是市场经济。所有资源配置,都应该在市场下完成”。


  让更多的民间组织和企业参与公共政策


  除农村建设用地外,如何做好城市公共服务?“我们目前要解决的是第一个问题是角色的问题。”百悦投资集团副总裁樊林会上认为,新型的城镇化的运动,必须要重新界定政府的职能。法国重建公众政策(R A P)主席皮埃尔·鲍比介绍了欧洲经验:过去来说欧盟成员国会把某一项职责分给某个部门,让某个部门单独承担责任,一定意义上是排他性的责任和义务的承担;现在提倡的是多个层面、多个部门进行合作,是分担性的,而非排他性的。


  皮埃尔·鲍比他们的研究涉及8个基本公共服务领域,包括供水、供电、卫生、废物处理、公共交通及像宽带服务、儿童和老人的医疗废物等等。他认为,公共服务要做好,就是要让更多社会组织和企业参加进来,如PPP合作。以供电为例,法国的供电决策不是只由供电部门来决定,而是多方参与式的决策,电力需求方会提供电力需求量、在不同的区域有什么样的需求,有多大的需求等等,政府收集相关资料后会进行多层面的分析和评估,引入进行合理的资源配比,使全员可享受到公共服务。
