数说 新生儿每年15%递增

应对 妇幼保健院着手改扩建

计生委 “单独”二胎就等修法
“单独”两孩政策放开，放权各地，本市何时能实施？昨日，北京晨报记者从北京市计生委了解到，目前，实施新政尚无准确的时间表。但是本市已开展了前期论证和调研。
昨日，北京市人口和计划生育委员会相关负责人透露，真正实施这一政策的前提是先要修改《北京市人口与计划生育条例》，而修改条例也不是人口计生委有权决定的，需要由北京市人民代表大会或其常委会通过。在修法完成之后，才能依次走程序正式实施。
近年来，市计生委一直在做放开“单独”家庭生二胎的前期论证和调研工作，了解北京市的人口总量和结构、生育现状及人口变动趋势，可以说一切准备工作已就绪，现在就等着纳入明年的修法框架了，一旦修改条例完成，预计很快就会实施。晨报记者 徐晶晶

“单独”二胎将带来小的生育回潮
新华社郑州11月17日专电(记者 桂娟)河南省人口计生委新闻发言人王杰英17日接受新华社记者专访时说，“单独”夫妻可生育二胎政策的启动，会给人口第一大省河南带来小的生育回潮，但是对出生规模影响可控，启动这一政策在河南是可行的。
据河南省人口计生委初步统计并组织有关人口专家测算，河南省“单独”夫妻近几年开始陆续进入婚育期。按户籍人口口径、女方22岁结婚测算，河南目前约有“单独”夫妻100万对，预计今后一个时期内，每年将会新增加15万多对“单独”夫妻。
王杰英说，在开始启动新政策时，由于已经积累了一部分符合条件的“单独”夫妻，必然会产生生育堆积问题。就河南来说，按女方27岁生育第二个子女推算，当前产生的生育堆积为35万对，如果这些“单独”夫妻都在政策启动后集中在一两年内生育，可能短期内对人口出生影响较大。河南一边要积极完善生育政策，一边要继续坚持计划生育基本国策，坚持提倡一胎、依法控制二胎。
