据统计，截至今年9月底，江苏新农保和城居保两项制度累计参保人数1453.06万，参保率为99.84%；60周岁以上老年人领取基础养老金人数达910.86万，领取率为99.99%，且13个省辖市全部建立城乡一体的居民社会养老保险制度，为两项制度的整合提供良好基础。
