兰州晚报讯 (首席记者田小东)为严厉打击制售“地沟油”、假冒伪劣酱油和食醋的违法犯罪行为，11月17日，甘肃省食药监局发布《通告》，自2014年1月1日起，全省所有食品生产经营者和餐饮服务单位将禁止采购和使用散装食用油、散装酱油和散装食醋。
根据《通告》，凡是在我省范围内从事食用油、酱油、食醋生产加工和分装的企业单位，应当依法取得食品生产许可证和营业执照，其生产的食用油最大包装25公 斤，酱油和食醋最大包装10公斤。产品的包装、标识应当符合《预包装食品标签通则》(GB7718-2011)。未经许可不得擅自从事食用油、酱油和食醋 生产加工和分装活动。
《通告》规定，利用传统工艺从事胡麻油、菜籽油、花生油、芝麻油等现场制售的小作坊和酱油、食醋加工小作坊， 应当符合《食品安全法》的相关规定。其产品每季度委托法定机构进行检验，依法取得质量合格证明，且只能在生产经营场所零售，不得从事批发业务或异地销售。 禁止非法生产加工和出售无包装、无标识的散装食用油、散装酱油和散装食醋。
据悉，本通告所指的散装食用油、散装酱油和散装食醋，是指以散装形式生产经营和使用的无预包装、无食品名称、生产日期、保质期、厂名厂址、生产许可QS标志、生产经营者名称及联系方式的食用油、酱油和食醋。
省食药监局有关负责人称，对违反该规定的，将由食药监管理部门依法查处；涉嫌犯罪的，将依法移送司法机关追究刑事责任。消费者可拨打12331进行举报监督。
