广州垃圾计量收费试点名单已经敲定。前天，广州市城管委副主任鲍伦军向新快报记者透露，六个小区将从此前讨论的20个小区中产生，分布于六个行政区，即越秀、天河、海珠、荔湾、黄埔、萝岗六区，每区一个。但他并未透露具体名单。据悉，试点工作将在今年底启动。
试点小区垃圾袋分三种规格
早在今年7月，广州市市长陈建华就透露，政府部门已经提交一份垃圾收费改革方案给广州市城市废弃物处理公众咨询监督委员会(简称“公咨委”)讨论。
按照讨论稿，广州日后将按袋和按桶计量收费。试点方案确定越秀、天河、海珠、荔湾、黄埔、萝岗等六个区，共计20个小区进入筛选范围。但具体名单迟迟未公布。
鲍伦军日前出席新快报活动时证实，六个试点小区已经敲定，从讨论稿的20个小区中选出，分布在六个区。也就是说，每区各有一个小区。
他还透露，试点的方式并非只有按袋计量，也有按桶计量，统称按体积计量收费。具体标准也与讨论稿一致(见附表)。
按体积计量、按重量计量和随水费征收是目前垃圾计量收费的三种方式。“不过，考虑到随水费征收在广东省内多个城市有成熟的经验，广州并不考虑试点。”鲍伦军称，接下来还将公布按重量计量的试点，目前正在开发一种电子系统，居民投放垃圾时，一投一刷卡，就能显示投放人和重量。
分类垃圾混合收运是误会

近半社区垃圾分类验收合格
今年初制定的目标是，年底全市1400多个社区中80%分类合格。但广州市人大代表近日视察发现，明察效果不错，暗访效果却不理想。
已到年底，目标是否能实现？鲍伦军透露，目前已有差不多一半的社区通过验收。“未达标预定目标主要是因为基础差，包括居民的环保意识、硬件的配备、人员配备等综合因素。”
鲍伦军特别提到，海珠、越秀做得比较好，番禺、白云则比较差。番禺和白云近年外来人口剧增，是否受此影响？对此他认为，这不是分类做不好的理由：“早要求全市铺开了，但番禺还在试点阶段。”
广州正制订企业补贴政策
新快报记者赴七国考察时发现，国外的垃圾处理都离不开企业参与。而在广州市虽然也有部分区引入企业参与垃圾后期处理，但效果不理想。
如白云区供销社依托自有的回收网络，组建了广州市再生宝玻璃回收处理有限公司，是目前广州市内唯一一间专门从事回收处理生活性废玻璃的企业，日均回收废玻璃量可达150吨。但公司一直处于负债经营状态。
公司总经理梁浩平算了一笔账，废旧玻璃从收集到最后处理成给玻璃瓶制造企业的成品，成本为一吨520元左右，而成品平均一吨售价500元，还要交100元增值税，最后每吨还要亏损120元左右。
“低附加值企业没有补贴确实做不下去。”鲍伦军透露，建企业需要经过征地、申报、环评等程序。所以在市里没有政策的情况下，各区目前不敢贸然行动。
“企业补贴要和财政局、供销部门研究，市里正在做调研。”他透露，补贴多少，谁来补比较合适，到时候方案出台后市里都有统一规定，区里可以上下浮动，保证企业赢利。

城管委回应有关传闻：
大田山并非停产而是实验结束
新快报讯作为广州生化技术处理餐厨垃圾的最大“试验田”——大田山生态循环园一直备受关注。上月起，有消息传出大田山已停产几个月，昨日广州市城管委副主任鲍伦军对此否认称，大田山本来就是实验项目，并非停产而是实验结束，下一步将视各区是否采纳“好氧制肥”技术。
大田山是目前广州餐厨垃圾的最大处理场所，日处理量100吨。有报道称，市城管委让大田山停产，最大考虑是放弃“好氧制肥”，选择“厌氧制气”。此次大田山停产或意味着，整个广州未来都将推广“厌氧制气”。
对此，广州市城管委副主任鲍伦军前日首次正面回应，大田山只是实验性项目，并不是生产经营项目，如今实验目的达到，自然结束项目，并非停止生产。同时，建在填埋场上的特殊地形也决定了它不可能长期做下去。
“试验数据拿到了，技术成熟了，下一步哪里有需要就可以推广。”他透露，“好氧制肥”技术成熟，通过实验说明其适合广州的天气和垃圾。但是真正推广还受到场地的限制，将来看各区能否选择适合各区的选址。
