Hubei second individually to implement a policy， there is no timetable， in need of high-level decisions

　　该负责人同时表示，目前，包括调研论证在内的各项政策准备工作正在进行当中，“相关决定出来之后会第一时间发布”。

　　一位武汉卫生与计生系统内部人士向记者透露，目前，湖北省卫计委已经会同民政厅等相关部门一道，着手进行政策前期的调研论证，摸清湖北省人口总量、“单独家庭”数量以及人口结构。这项工作预计年内即可完成。“在此基础上，再来设计具体政策，会更加科学合理”。

　　此前，国家卫生计生委副主任王培安曾表示，中央决定实施“单独二胎”新政全国不设统一时间表，由各省负责，根据当地实际情况，依法组织实施。

　　据了解，“单独二胎”依法实施的前提，是修订各省份现行的《人口与计划生育条例》，或对增加补充规定，将“单独生育二胎”条款纳入条例。条例的修订必须经过省级人民代表大会或其常委会决议通过，而省级人大常委会一般两至三个月召开一次。

　　北京大学社会学系教授陆杰华此前曾表示，各地“单独二胎”政策的落实过程不会太久，最快有望在今年底和明年初各地召开两会时调整政策，预计明年会有1/3的省份启动该政策。
