  近年来,浙江省机动车以年均20%以上的速度快速增长。2012年底,浙江省机动车保有量已达1287.9万辆,其中小汽车633.1万辆。今年4月,杭州主城区的机动车保有量已突破100万辆,并还在以每月超过1万辆的速度增长。城市交通拥堵问题已由大城市向中小城市蔓延,甚至一些县城拥堵情况也很突出。


  针对当前浙江城市交通拥堵问题的严重、紧迫和社会性,去年9月,时任省长的夏宝龙提出了五年实现“两个明显”(力争通过5年努力,使全省城市交通拥堵状况明显改观,人民群众满意度明显提高)的总目标。


  浙江省省长李强也在今年浙江省人代会政府工作报告中明确把缓解城市交通拥堵作为省政府为民办实事的首件实事。


  今年是五年治堵的开局之年、关键之年。浙江省确定主要城市公交分担率比上年提高3个百分点以上,新增公共自行车数量比上年翻一番以上,新增专用停车位数量比上年增量翻一番,新增地下空间停车位数量比上年增量翻一番的治堵目标。

  治理城市交通拥堵作为世界性难题,是一项庞大而艰巨的系统工程。浙江治堵工作才刚刚开头,主要城市群众中感受不够明显,拥堵趋势远未根本改变。


  分析原因,浙江省治堵难主要存在城市规划布局普遍存在结构性矛盾,经济、社会、行政等功能过度集中在老城区,今后几年杭州、宁波等城市地铁和轨道交通仍处在全面建设中,交通流量短期内难以有效疏解。


  机动车过快增长势头尚未得到有效遏制;公交优先战略实施进展不快,今年四月浙江省平均公交分担率仅为18.4%;城市交通管理的手段和方式较为粗放;交通参与者文明出行意识有待加强;治堵工作推进机制仍需完善等问题。


  谢济建表示,下一步浙江省将推进城市空间不调整优化,合理控制大城市中心区的建设强度,源头上减少交通出行需求。同时,实行城市重大项目交通影响评价。将交通影响评价作为项目规划阶段的强制要求,严格按照有关标准配建必要交通设施特别是公共交通设施。


  浙江省还将加强交通秩序管理。完善车辆限行管理办法。由各市从实际出发采取限定车型、限定车辆、限定时间、限定区域等方法,控制机动车出行总量。


  同时,提高小汽车承载效率,采取鼓励拼车合乘的相应措施。
