据介绍，上海自贸区内的保险市场准入标准、产品备案监管、偿付能力标准等会更加市场化。与此同时，从事离岸业务的保险机构将设立专门的离岸账户，离岸保险业务在专门的离岸账户中运作，适当隔离离岸资金与在岸资金的往来和渗透。
裴光表示，自贸区还将成为汇聚高端健康险、信用保险等重点险种的试验田，以及国内保险资金的海外投资基地。“自贸试验区一方面鼓励和支持在岸的保险机构积极拓展海外业务；另一方面则将吸引海外机构聚集，重点增强巨灾保险、保赔保险、高端医疗以及特殊风险的承保能力。”
据透露，目前自贸试验区保险离岸保险制度建设的目标已经确定，包括充分利用自贸区内资本项目可兑换、外汇管理体制改革的优势，推动自贸区内离岸保险市场的设立，吸引原来流失海外的“中国概念”保险业务回流；探索自贸区保险资金运用制度创新；探索更高效、透明的监管方式，推动上海自贸区内离岸保险市场健康发展，提升中国保险市场的国际化程度；探索创新自贸区保险监管机构，理顺监管体制机制，提高监管效率。
裴光称，“最近正在抓航运保险这方面，一是进一步推进航运保险服务建设，引入更多公司来上海设立航运保险中心；二是积极组建航运保险协会，预计年底就可以挂牌了。”
