全会结束三天内，全国绝大多数省区市常委已经以省委常委扩大会议的形式完成了对全会精神的学习。其中北京、广东等省市在11月13日完成学习，大部分省份在11月14日进行学习，也有一些省份在15日进行学习。
这些省级官员主要学习三方面的文件：习近平关于《中共中央关于全面深化改革若干重大问题的决定》的说明、习近平代表中央政治局所作的工作报告以及习近平在全会上的讲话。
各大部委也大多在上周五前学习全会精神。商务部则在会议闭幕当晚就召开党组专题会议学习。全会闭幕第二天，公安部、人社部、水利部、审计署以及中组部等也开会学习。保监会、证监会和银监会则都在14日学习。
一些省部级单位对学习工作做出了“个性化”的部署。商务部要求联系出版社，购买《决定》及辅导读本等学习材料并组织党组中心组学习会。北京市委书记郭金龙要求发挥市属媒体作用“精心策划、集中报道，大力宣传三中全会精神”，运用微博客、在线访谈等方式，在网上形成正面宣传强势；并组织宣讲团，深入基层、高校、社区、农村和企业开展宣讲。而广东省则提出各级党校将学习贯彻全会精神纳入党员干部培训的重点内容，并制定宣传方案。
一些部委还结合自身职能对下一步工作做出表态。国家发改委主任徐绍史表示，适时推出一批对完善社会主义市场经济体制具有关键和重要作用的重大改革，进一步修改完善国家新型城镇化规划及相关政策。而目前主持国资委工作的国资委党委书记、副主任张毅则表示，要对国企国资的改革制定好路线图、时间表，进一步推动完善国资监管体制机制。文/本报记者 罗丹阳

十四届三中全会11月14日结束，公报在11月16日公布。十五届三中全会结束后四天，新华社公布《决定》全文。十六届三中全会和十七届三中全会的《决定》都在全会闭幕后7天，才授权新华社公布全文，只不过十七届三中全会的《决定》公布时间由晚上提前到了下午。而十八届三中全会的《决定》，在全会闭幕三天后即迅速公布。
中央党校教授张希贤介绍，在全会闭幕后这几天，一方面是各方对三中全会的《决定》公布做铺垫、宣传造势，各方学习领会精神；另外一方面，会议最后中央委员会对《决定》内容提出意见，《决定》在作出最后修改和校对等工作后才能对外公布，同时送印刷厂印刷。今年《中共中央关于全面深化改革若干重大问题的决定》单行本在11月16日出版。
张希贤表示，由于《决定》内容是最高机密，全会参会人员一般不会对外透露其中内容。11月15日下午，中央财经领导小组办公室副主任杨伟民接受新华社专访的内容发布后，当晚《中共中央关于全面深化改革若干重大问题的决定》全文即予以公布，有声音指出，这一安排也许不是巧合。
