新华网北京11月18日电 国务院南水北调工程建设委员会第七次全体会议18日在北京召开，中共中央政治局常委、国务院副总理、国务院南水北调工程建设委员会主任张高丽主持会议并讲话。他强调，党中央、国务院高度重视南水北调工程建设，历届中央领导集体都非常关心、支持，社会各界也非常关注。各有关部门和地方要全面贯彻党的十八大和十八届三中全会精神，认真落实习近平总书记、李克强总理重要批示要求，以对国家和人民高度负责的态度，再接再厉，扎实做好工程建设、运行管理、环境保护和移民安置等各项工作，充分发挥工程经济和社会效益，促进科学发展，造福人民群众。
中共中央政治局委员、国务院副总理、国务院南水北调工程建设委员会副主任汪洋出席会议。
张高丽指出，南水北调工程是优化我国水资源配置、促进经济社会可持续发展的重大战略性基础工程，关系国计民生和中华民族长远发展。工程自2002年开工以来，经过各方面的共同努力，建设进展顺利，质量总体良好，治污工程和水源保护有序推进，移民搬迁安置任务全面完成，应急供水、防洪抗旱、生态保护等综合效益初步显现，工程取得重要阶段性成果。
张高丽要求，当前南水北调东、中线一期工程已进入收尾阶段，要着力提高工程建设管理水平，加快中线主体工程和配套工程建设，建立科学合理的管理体制机制，确保工程运行平稳顺畅。统筹做好蓄水、调水准备工作。加强人员培训，抓好工程维修养护、水量配售和地下水压采。以特色产业发展和就业服务为重点，切实安排好移民群众的生产、生活和长远生计。牢固树立过紧日子的思想，严格资金管理，真正把钱用在刀刃上。
张高丽强调，质量、环保、安全是工程成败的关键，要始终坚持高标准、严要求。要严格执行质量标准，加强全过程、全方位监管；坚持预防为主，确保施工、运行安全，建设精品工程、放心工程和安全工程。加强水环境综合治理，推进工程沿线生态带建设，强化水质监测和考核，加大生态保护转移支付力度，建立治污环保长效机制，确保水质稳定达标。
汪洋充分肯定了南水北调工程建设取得的显著成绩。他指出，要科学安排好收尾阶段各项工作，坚持节水与调水并举，统筹解决好生活、生产和生态用水，扎实开展对口协作，促进移民群众生产生活良性发展。
国务院南水北调办和有关部门负责人在会上汇报了南水北调工程建设和运行管理工作有关情况。国务院南水北调工程建设委员会各成员单位负责人参加了会议。
