遵义习水县委一主要领导曾陪同廖少华到村里、老百姓家里调研，他注意到，廖少华问的问题很细，也很实在。
去年12月30日晚，时任遵义市委书记的廖少华到遵义凤冈县调研。随行人员担心道路拥堵，安排了一辆武警牌照的越野车亮起双闪警示灯开道。廖少华对这个安排非常生气，随即让警车返回。
黔东南州当地记者说，廖少华到下辖区县调研，基层干部多送土特产，他几乎每次都会特意表示拒绝。
“廖少华城府很深，从不会把话说满，永远留有余地。甚至让人琢磨不透。”多位与廖少华接触过的人说。
与对洪金洲“能做事”的评价不同，黔东南州政界、商界对廖少华的评价是：为政风格求稳，无突出政绩，也没有大的纰漏。
根据公开资料梳理，廖少华履职黔东南州期间，布局发展的战略重点为工业强州、城镇带州、旅游活州。他还提出过“四圈一区”、“凯麻多位凯里商界人士说，“洪金洲案”中最有可能波及廖少华的人，为贵州东昇集团董事局主席唐绍平。他是“洪金洲案”中被带走的多名地产商之一。
“同城化”等同样宏大的构思。这些提法均上级精神。
“实际效果都一般。”一位熟知当地政情的人评价。
廖少华与洪金洲唯一相似的地方是“家长作风”，“事无巨细都要管，副职说不了话，干部做事放不开手脚。”
一位当地记者记得，廖少华有一次前往浙江宁波考察，另一位同行的州主要领导一直跟在廖少华身边，基本不说话，就像“秘书跟领导一样”。
与他的政绩相比，他给当地官员留下更深印象的是他经营出的“软形象”。
任职黔东南州时，他在讲话中提出，“网络问政是一种全新的民主议政、问政方式，畅通了广大网民的诉求渠道。”
自2008年7月至2009年8月，在人民网“地方领导留言板”专栏，网友留言157条，廖少华回复157条，落实网民诉求问题93个，吸纳网民决策建议44条。
廖少华属回复率高的贵州官员，被人民网作为网络时代“官民互动”新典型进行报道。
廖少华设立“信访接待日”，规定每月15日，州党政领导接访。“这在黔东南州历史上从未有过。”当地一位官员评价。
更引人注目的是，在任职地方党政一把手时，廖少华是一位高调反腐的官员。
地产商唐绍平
邹新民介绍，今年5月底一个周五下午，湖南邵东商人唐绍平在公司办公室被带走，至今不能与之取得联系。
多位凯里商界人士说，“洪金洲案”中最有可能波及廖少华的人，为贵州东昇集团董事局主席唐绍平。他是“洪金洲案”中被带走的多名地产商之一。
湖南商会秘书长邹新民介绍，今年5月底一个周五下午3点多钟，湖南邵东商人唐绍平在公司办公室被带走，至今不能与之取得联系。
唐绍平为黔东南州湖南商会会长，同时兼任政协黔东南州委员会常务委员、凯里市人大代表、政协凯里市委员会常务委员等职务。
邹新民介绍，1982年，唐绍平带着邵东一个小规模建筑队来到凯里，一直从事工程建筑施工。
1998年7月，唐绍平斥资1085万元，注册成立东昇房地产开发有限责任公司，开始涉足凯里房地产开发市场。
唐绍平拥有凯里市东信建筑工程有限公司、雷山东胜房地产开发有限责任公司、凯里市东智物业管理有限责任公司等企业。
唐绍平的东昇集团是凯里数一数二的房地产开发公司，先后开发建设万博东升批发市场、州药检所商住楼、青少年宫商住楼等多项工程，并取得了黔东南州最大的一宗房地产开发项目——博南新区的整体开发权。
一份2011年的公开资料显示，东昇集团历年来取得开发土地463余亩，完成商品房开发面积68余万平方米；完成建筑施工面积189万平方米。
邹新民介绍，廖少华主政黔东南州时，为了了解民营经济发展情况，州委书记、州长等党政领导均对点联系企业。东昇集团为廖的联系点，每年春节前后，廖少华都会来东昇集团进行慰问。
公开报道显示，除去春节慰问，廖少华还曾多次到东昇集团调研，或参加湖南商会承办的企业家沙龙等活动。
一位熟知唐绍平的商人介绍，唐绍平也会在年终时去拜访廖少华。
在四川商会会长魏国华看来，能够请到廖少华参加活动很不简单。由于廖少华是四川遂宁人，四川商会在举办成立大会等两次大的活动时，均向廖少华发出过邀请，但老乡廖少华并未应邀前来。
“跟班”陈春章
据称，廖少华任水柏铁路公司领导时与陈春章结识。六盘水一官员称，廖任六盘水市长时，两人关系尤其密切。
黔东南州四川商会会长魏国华、黔东南州湖南商会秘书长邹新民等在内的多位商界人士透露，今年9月份左右，陈春章在遵义被带走调查。
“我马上就联想到廖少华可能会出事。”魏国华说。
较之唐绍平，湖南商人陈春章与廖少华的关系更为密切，这在凯里商界几乎人尽皆知。
1959年出生的陈春章为湖南常德桃源人，中学毕业后，18岁的陈春章离家打拼。熟悉陈春章的人，对他的评价是：走领导路线。
关于陈春章的最早公开资料为：六盘水新华大酒店有限公司、六盘水盘县红果大酒店有限公司董事长。
工商资料显示，新华大酒店股东为陈春章、施美玲及薛涛。前者为陈的妻子，后者为陈的侄子。2009年，三人将股权转让。
据陈春章当时的财务会计李女士介绍，新华大酒店为准三星级酒店，是当时六盘水最好的酒店。入住率很高，很少有空房。1997年左右，陈春章将酒店承包经营。
知情人士透露，新华大酒店有时会承担政府接待任务；而属于盘县政府的红果大酒店，则经常承担接待任务。
据廖少华履历，1999年6月到2005年7月，廖历任六盘水市委副书记、副市长、市长等职。其间，他兼任贵州水柏铁路有限责任公司董事、总经理。
水柏铁路北起六盘水站，南止于柏果站。线路全部位于六盘水境内。
李女士介绍，廖少华担任水柏铁路公司领导时，与陈春章结识。六盘水一位官员称，廖在任六盘水市长时，陈春章和廖少华关系尤其密切。
在六盘水履职多年后，2005年7月，廖少华任职黔东南州委书记。陈春章跟随来到黔东南州首府凯里市。
去年7月，廖少华离任黔东南州委书记，任职遵义市委书记。陈春章同样跟随到了遵义。
公开资料显示，陈春章曾任政协六盘水市第五届委员会常务委员，政协六盘水市第六届委员会常委、委员，六盘水市工商联(总商会)第五届执行委员会副会长。
凯里商界人士介绍，在凯里，陈春章并无实体公司，他不直接做工程，在拿到土地或者工程之后，下包给其他人，陈从中提成。
廖少华被宣布接受调查前，网络上可以搜到的关于廖少华的负面评价仅有一条，与陈春章相关：一位网友说，凯里市的陈春章搞好与州委书记关系，得好项目、卖项目，靠权力关系致富。
较之与廖少华关系密切的唐绍平，在凯里，陈春章能量更大。
一位湖南商人介绍，唐绍平曾在凯里买了一块地，陈春章从中“插了一腿”，“双方扯皮几个月，唐绍平最终搞不过他，给了他钱。”
多位凯里商界人士、公务员、媒体记者称，在凯里，流传着“没有陈春章办不成的事”的说法，陈可以直呼领导名字。“一般的企业家，不可能这样。”但陈很高傲，一般不跟小人物打交道。
他们猜测，陈春章与廖少华极有可能在土地和工程项目上出现问题。
黔东南州州委常委、凯里市委书记黄远良称，对于廖少华涉及的问题，“一切要等组织定论。”
黔东南州一名官员在看到廖少华被调查的新闻后，说自己愣了半分钟，“不知道廖少华违法违纪的问题是什么”。在他的印象中，廖少华虽无突出政绩，但也没有大的纰漏。
在过去的31年里，出身于普通铁路工人家庭的廖少华，由铁路系统见习生一路升至贵州省委常委。
在任职地方党政一把手时，他高调反腐。履职黔东南州时，廖少华力推廉政风暴。据当地媒体报道，2010年年初，廖少华与各县市和州直各部门签订了党风廉政建设和反腐败工作责任书。
廖少华和州长分别对反腐倡廉重大问题批示过9次，安排部署工作8次，督办重大案件50件。
这次廉政风暴力度很大。“那一次，几十个官员被判刑和处理。”黔东南州一位公务员说。
黔东南当地一名官员说，“与表面形象严重不符的官员出了问题，在官场引起的震动更大，更会损害政府公信力。”
廖少华最终的落马，也是在反腐风暴中。中纪委副书记张军表示，廖少华严重违法违纪案，就是在巡视中发现，移交给中央纪委后优先办理的案件，用了一个月左右的时间就决定立案采取调查措施。
