俞正声在讲话中指出，要深入学习领会中共十八届三中全会精神，进一步把思想和行动统一到全会精神上来。全会对发展统一战线事业和人民政协事业作出重大部署，对社会主义协商民主进行了科学定位，对协商民主广泛多层制度化发展作了深刻表述，对发挥统一战线在协商民主中的重要作用提出明确要求，对充分发挥人民政协作为协商民主重要渠道作用作出具体部署。要通过制定并组织实施全国政协年度协商工作计划、增加协商密度、在政协健全委员联络机构和完善委员联络制度等，努力为政协委员提供更多发表意见、协商议政的机会，推动各项改革举措更好地贯彻落实。
俞正声强调，要紧密联系政协实际，认真贯彻落实中共十八届三中全会精神。一是始终坚持改革的正确方向，坚持中国特色社会主义道路、理论体系和制度，决不生搬硬套别国的模式或道路，否则就会走上邪路或老路。二是认真履行政治协商、民主监督、参政议政职能，为全面深化改革积极献计出力。要切实树立法治理念、坚持法治思维、营造法治环境，使改革在法治轨道上有力推进。三是充分发挥人民政协增进共识、汇聚力量的重要作用。要畅通表达渠道，深入调查研究，在讨论中真诚交换意见，促进交流、交往和不同意见的交锋；要多做协调关系、理顺情绪、化解矛盾的工作，促进增加共识，为顺利推进改革营造良好的社会环境。
俞正声还就深入学习贯彻中共十八届三中全会精神，切实抓好下一阶段重点工作做出具体部署。
会议追认政协第十二届全国委员会第六次主席会议作出的关于撤销王素毅政协第十二届全国委员会委员资格的决定。会议通过表决，增补王新宪为政协第十二届全国委员会委员，担任社会和法制委员会副主任；通过李勇请辞政协第十二届全国委员会委员的决定。
这次常委会议为期两天半，常委会组成人员围绕学习贯彻中共十八届三中全会精神踊跃发言，为全面深化改革提出了建设性的意见和建议。
