11月15日，记者来到昌平区南口镇虎峪村虎峪自然风景区。刚刚来到售票口，就看到景区入口前的广场边缘，有五六幢别墅依山而建，大多房屋已基本完工，内部偶尔传来几声电锯的吱吱声，有人正在装修。
进入景区后，一条蜿蜒的石子路伸向山谷深处，一侧是悬崖峭壁，奇峰怪石，另一侧则是绿如宝石的湖泊，远处山峦叠嶂，松柏苍劲。但奇怪的是，景区门口明文规定不准私家车开入，但小路上有明显的重型车辆碾轧过的车辙，使得土路中间隆起，两边沉陷，十分难行。

开山伐树建别墅

工人告诉记者，他们是今年6月份开始在这里施工的。工人们先用挖掘机挖树碎石，从山麓起向上开出一条坡道，在大约20米高的地方再进一步开挖山体、填平沟坑、平整土地，然后就山势建房，每个山坡他们要耗费近一周的时间才能挖出路来。记者看到，每幢别墅下的山丘坡面上，尽是些碎石块和小石子儿，很多石块摇摇欲坠，别墅后面也是裸露的岩石和黄土坡，与四周植被葱郁的山坡十分不相称，犹如一块块斑秃。虎峪山谷中原本保持较好的自然植被以及山石，多处遭到了人为破坏。
建筑工人还告诉记者，他们共有五个工程队，在风景区中的不同地点同时施工。夏季开山时每个工程队有三四十人，如今大部分的工作基本完成，很多工人已经离开了，还有一些别墅要等到来年继续建。记者注意到在某些施工点，一些废弃塑料袋、餐盒、酒瓶、甚至拖鞋、安全帽等随意丢弃在山坡上，看样子也没有人管。
售楼员：不卖而是长租
区国土分局：未经审批小产权
在售票处记者以买房人的身份咨询时，一位自称售楼的先生主动与记者搭话。他告诉记者，虎峪风景区被评为国家2A级景区，现在景区建成不到15幢别墅，以后规模会逐渐扩大，计划建设上百幢。记者问道：“国家级风景区里能建有私人住宅吗？今后会不会发生纠纷？”他回答道：“尽管放心，我们既然能在这里建房子，就保证不会有纠纷，我们所有的手续都是齐全的，国土局、旅游局、镇里、村里的各个部门都是同意的。”他小声透露，这些房屋都是与景区“配套”的，他们将房屋“租赁”给游客，只是租期长一些罢了，但“租金”按房屋面积计算，大概每平方米7500元，这样，销售这些房屋就合理合法了。当记者要看相关许可证时，他却含糊其辞。“现在具体的售楼工作还没有展开，房屋还在施工，但已经有两家住户基本确定了，”他提醒记者，现在房价便宜，要趁早买，否则以后房价就高了。
记者查询到，我国在《风景名胜区条例》中明确规定，在风景名胜区内从事开山、采石、修坟、立碑等破坏景观、植被和地形地貌等活动以及建设项目的，都必须符合景区规划，并报省级或国家级建设主管部门批准同意后，方能开展建设。虎峪景区管理处的工作人员解释说，新修的别墅是景区统一规划的，属于景区建设的一部分。但记者注意到，景区中已经建有“红房子度假村”，可那里常年没有人住，早已年久失修。
记者随后从昌平区旅游局了解到，虎峪自然风景区目前由私人承包商承包经营，目前承包商的承包年限是70年，景区中的别墅是承包商自行开发出售的，与旅游局没有任何关系。
记者同时联系了南口镇政府城建科，相关人员说没有听说过景区中有房屋出售的事情。记者在昌平区建委的网页上也没有查询到相关许可证。记者又联系了市国土资源局昌平分局，相关负责人表示，虎峪自然风景区中的土地属于虎峪村集体所有，景区中修建的别墅属于小产权，并且目前也查询不到在虎峪风景区中审批过集体土地建设使用证，很明显，这里修建的别墅是违法的。
