　　本报讯(记者 王皓) 昨天，市政府将动物防疫条例草案提交市人大常委会审议，其中首次规定“本市对犬只实施狂犬病强制免疫”，并规定了最高1000元的处罚额度。

　　市农业局副局长吴宝新在对条例草案作说明时透露，本市城市家养宠物和流浪动物大量增加，但相应的免疫和流浪动物收容工作力度不够，导致人畜共患疾病有所抬头。以狂犬病为例，2009年至2012年狂犬病死亡病例分别为3例、9例、5例和13例，今年截至目前已死亡7例。条例草案据此做出规定，犬只接受狂犬病强制免疫接种的，将取得狂犬病免疫证明、标识。饲养者携带犬只在户外活动，应当为犬只佩戴狂犬病免疫标识；饲养者不得携带未佩戴狂犬病免疫标识的犬只在户外活动。吸收市政府法制办前一阶段征求到的意见，这次草案还增加规定，未对犬只进行免疫接种的，可以处1000元以下罚款。
