2. 久摇不中怎么办？
刘小明：给予一个概率更高的办法，其实可能不一定他能摇中，但是至少从心理上来说，从我们政策上来说可能是考虑到了这一点。按照先进来的摇中的机率高一些，这其实是一个合情合理，也是一个合规合法的建议，专家也有不同的意见，所以我们现在结合各方面的意见和建议，在明年会做一些适当的调整。具体的方案在月底前会进行发布，到那时候会跟社会各方面进行沟通，这个是考虑了大家这样的一些要求。
3. 摇号政策是否会一直持续？

4. 新的调整办法什么时候出台？
刘小明：我们在11月份就会把这项政策对社会进行公布。
如果采用的话应该是在2014年的1月份，可能那一轮摇号的时候就能体现出来了。
