杨伟民说，《决定》提出要研究制定渐进式延迟退休年龄政策，这就意味着调整应是一年、几年逐步提高，比如退休延长几个月等方式，而不是“断崖式”的调整，一下子发生很大变化，这也是国外很多国家共同的成熟经验。
针对人的城镇化问题，杨伟民表示，逐步把符合条件的农业转移人口转为城镇居民，这是改革总的方向。具体措施包括要创新人口管理，加快户籍制度改革。推进户籍制度改革要坚持自愿、分类、因地制宜等原则，不同的城市采取不同的办法。同时要稳步推进城镇基本公共服务对常住人口的全覆盖，但这需要一个过程。
