十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》(下称《决定》)对反腐体制创新、制度保障等提出新要求。其中，推行地方各级政府及其工作部门“权力清单”制度、纪检工作双重领导体制、官邸制成为亮点。
昨日，广州市纪委常委、新闻发言人梅河清在广州市纪委监察局召开的新闻发布会上表示，经过前段时间对广州全市行政权力的梳理，广州市行政执法“权力清单”将上线公开，接受社会的监督。
梅河清说，目前广州全市行政审批职权有387项，行政处罚职权有3130项，这些权力项目将在今日悉数公示，从而真正建立权力清单制度，界定行政机关权力的边界，在源头上防治腐败。
在中国政法大学副校长马怀德看来，《决定》提出的要建立各级政府及其职能部门的“权力清单”制度，一方面是要告诉社会公众，政府拥有权力的数量、规模、边界；另一方面，是要让社会了解政府及其职能部门享有的权力，便于社会监督及舆论监督。
对于《决定》所涉及的纪检部门双重体制管理，梅河清表示，查办案件以上级纪委领导为主，现实处置和查办在向同级党委报告的同时必须向上级纪委报告，这样就把纪检机关的一项核心主业即纪检办案工作垂直了。
梅河清表示，《决定》明确指出各级纪委书记和副书记的提名和考察以上级纪委会同上级纪委组织部门，体现了考察提名权上提一级，强化了上级纪委对下级纪委的领导，“这样的提法更加具体。”

梅河清称，各级纪委将会根据中央的要求在具体化、程序化、制度化上进一步细化有关操作办法。他同时预计，中央纪委亦会根据中央的要求，在调研的基础上进一步出台具体操作性的办法。
