19位“一把手”上电视述廉
陕西省高陵县，地处陕西省关中平原腹地，西安市辖域北部，建于秦孝公12年(公元前350年)，是全国建县历史最早的县份之一。
2013年11月11日，高陵县纪委下发的一则通知，让这个只有约30万人口的小县，受到广泛关注。
原来，在10月底召开完领导干部述职述廉大会后，高陵县纪委再次下发通知，在全县选出10个主要委办局局长和9名街镇党委书记共计19名党政“一把手”，通过上电视、网络公示的形式，再次公开述职述廉，同时公布监督投诉热线，接受群众的监督和举报。
黄金时段每天播出“一集”
高陵县纪委副书记张军祥接受《法制晚报》记者采访时介绍，选取的委办局包括县财政局、建设局、教育局、卫生局等，均是和群众工作、生活密切相关的政府职能部门。
此外，高陵县一共就有10个街镇，这次公开述职述廉，要求9名街镇党委书记(另外一个街镇党委书记职务调整，职位空缺)全都参加。
据张军祥介绍，目前县电视台已经为19名“一把手”录制完述职述廉的片子，从上周开始陆续播出，每晚1人。“我们选取的播出时间，是在《新闻联播》和《高陵新闻》后播出，正好是黄金时段，这样能有更多的群众看到。”张军祥说。
最大看点就在“公开”二字
通过电视、网络公开述职述廉的想法，最先是由高陵县纪委副书记张军祥提出，经过县纪委领导班子成员研究后决定在全县推行。
11月20日上午，张军祥副书记向法晚记者介绍，这次述职述廉，最大的创新就在于“公开”二字。
在此之前，该县党政主要领导干部的述职述廉主要是在纪委组织召开的“内部”会议上进行，这也是目前我国大多数地区领导干部述职述廉最常用的方式。
“今年10月底县里依照惯例召开述职述廉大会，当时参加述职述廉的领导干部是5人，此外我们增加了5名基层纪委部门负责人，一共10人。”张军祥告诉记者，除了部分人大代表、政协委员外，今年还有部分党代表参加，在现场向述职述廉的领导干部就关心的问题提出质询。
技术条件受限直播没成行
张军祥告诉记者，述职述廉大会后，感觉范围还是有些窄。“作为街镇、委办局党政一把手，你如何履职，如何做到廉洁自律，本来就应该让更多的群众知道，应该发动群众来参与监督。”张军祥表示，按照以前的述职述廉，领导干部说自己的情况是否属实，参会人员可能并不完全了解。而通过让这些领导干部在电视和网络上公开阐述自己的情况，就能让全县人民都能看到。
“实际上我们本来有电视直播述职述廉打算的。”张军祥说，“比如领导干部在述职述廉，现场除了纪委委员、列席的党代表、人大代表、政协委员外，也可以有群众参与，同时开通热线电话，场外群众看直播可直接打电话询问。”但通过向县电视台沟通后，因受技术条件限制，没能成行。

除了述职述廉由“内部”改为“公开”的形式创新，高陵县此举广受关注的另一关键，还在于公开述职述廉的内容上。
11月20日晚，高陵县湾子镇党委书记药红岗早早就将家里的电视调到了县电视台频道。“昨天播出的是水务局局长的，今天轮到我了。”药红岗和朋友坐在电视前，等着新一期的《向人民述廉》。
7时50分，节目开始播出，药红岗也出现在了电视画面中。这是他担任湾子镇党委书记以来，第一次参加述职述廉，而且赶上了在电视节目中公开。
实际上，节目很简短，总共只有5分钟左右。药红岗先是介绍了自己的履职情况，紧接着，他开始介绍自己的廉洁自律方面的情况：“我现在在县城有一套住房……我的妻子在县教育局教研室工作……我的孩子目前还在上大学……”
面向全县群众谁敢说瞎话
虽然只有几句简短的介绍，但这却是高陵县此次创新之举的最大亮点所在。
根据高陵县纪委规定，此次公开述职述廉，必须公开自己的住房、配偶及子女工作基本状况，以及本人是否有违规经商等内容。
药红岗说：“在电视上述廉，只要看到的人都能够监督，谁还敢说瞎话？”
张军祥坦言，要求参加公开述职述廉的领导干部在电视上公开住房、配偶及子女情况，对于领导干部来说，应该是“很有压力”，为了让这次公开述职述廉能够真正面向全县群众，县纪委特别开设了监督热线电话。
张军祥说，全县大概30万人，一旦有人被投诉或举报所述内容与事实不符，县纪委监察部门将进行调查和处理。
明年述廉或要求公开收入
对于这次创新，高陵县纪委副书记张军祥表示，县纪委监察部门一定会坚持进一步完善公开述职述廉制度建设，明年的述职述廉，就有可能要求参加的领导干部除了介绍履职工作、公开住房等家庭基本情况外，还要公开工资收入等。“比如你如果公开述廉时称自己一年收入是5万，可有群众举报且查实你还有几套门脸房，那你就需要向组织说清楚这些收入是哪来的？我们纪委监察部门就会介入调查。”
此外，张军祥介绍，根据计划，今后参加公开述职述廉的领导干部人数也会进一步增加，县纪委希望争取全县的这一届党政“一把手”在任期内全部参加公开述职述廉。
“按照以往的经验，一名党政‘一把手’，一般在一个任期内就一次述职述廉。”张军祥说，“将来会增加公开述廉的频率，比如一名党政主要领导干部每年或每两年参加一次。”
“之所以要坚持这项制度创新，就是因为作为领导干部，你到底廉洁不廉洁，是群众说了算。”张军祥说。

针对高陵县纪委在这次党政领导干部述职述廉方式上的探索创新，中央党校蔡霞教授上午接受《法制晚报》记者采访时表示，高陵县的探索是值得肯定的。蔡霞教授表示，在具体执行过程中，如何做到符合法规，相关的细则、公开的范围等，也还需要时间来慢慢完善。
蔡霞教授表示，官员的财产公开，从国际上看，是廉政建设方面成本比较低，比较可行的措施，从中国情况看，也是大势所趋。
