省人大法制委员会副主任委员陈伟雄认为，目前诉法分离规则还不明确，要建立和完善涉法涉诉信访案件向司法部门流转衔接的制度，确保其导入司法程序。

省人大法制委员会副主任委员陈伟雄：增设上级信访机构对下级约谈制度
周丽琼还提出，在“信访事项首办责任制”之外，还应明确上级机关的监管责任。省人大法制委员会副主任委员陈伟雄对此深表认同，“取消信访排名不等于取消评估和监督”，应加大信访工作监督机制，他建议在信访工作约谈制度中，增设上级信访机构对下级信访机构工作进行约谈，而不局限于约谈信访对象。
省人大常委会委员张宇航：不应允许5人以上的集体上访
肖志恒表示，现在越级访越来越多，上省进京的信访大量上升，到市县的信访下降很快。而且重复访很多，最多的一个信访者上访300多次。他认为，应让群众依法有序参与信访。
更有一些上访户通过跳桥等过激行为影响公共交通和安全，省人大常委会委员张宇航认为，群众反映诉求不能影响公共利益或他人安全，而且不应该允许5人以上的集体上访。
