　　韩正表示，上海正在按照党的十八届三中全会精神，围绕制度创新，加快推进中国(上海)自由贸易试验区建设，努力为国家全面深化改革作贡献。行政审批制度改革是加快政府职能转变的突破口，当前我们特别重视审批取消之后，政府如何加强监管，必须尽快在法律法规、职责明晰、诚信公平、干部能力等许多方面进行完善和提升。
