“单独”家庭六七成想要二胎
根据专家对北京市独生子女生育意愿的调查与预测，本市符合条件的“单独”家庭60%至70%想生育第二个子女，生育意愿平均1.3个孩子左右。
市人口计生委表示，本市将依法依规启动调整完善生育政策。待国家具体政策出台后，将抓紧拟定具体实施方案，并依
法组织实施修订《北京市人口与计划生育条例》。
实施“单独两孩”政策后，预计前五年本市的出生人口将有一定增加。但在达到高峰后会稳步下降，对全市总体人口规模不会产生大的影响。因此，中央政策与北京市人口经济社会发展是吻合的。
来自市计生委数据显示，北京市长期保持低生育水平，连续18年总和生育率在1左右。人口总量虽然保持持续增长，但惯性趋弱，年度户籍自然增长8万人左右。劳动年龄人口增幅减缓，人口抚养比达24.4%，“人口红利”将逐步减弱。人口老龄化速度加快，2012年60岁及以上老年人口达到266.1万人，占总人口数的20.5%。
此外，针对“单独两孩”政策的实施将可能导致的生育高峰，北京妇产医院透露，将在东院区扩建一栋1.6万平方米的产科大楼，增加产床。同时推行产前检查套餐措施，缓解孕妇建档难、产检难。
权威回应各地应尽可能简化再生育审批政策
卫计委新闻宣传司相关负责人表示，关于“单独两孩”政策的下一步启动工作，国家卫计委要求各地认真落实，根据实地情况确定启动时间，并且要做好再生育审批工作。
很多人有疑问说假如放开“单独两孩”之后，之前申请“双独两孩”的审批手续是不是就可以简化了？
该负责人表示，政策调整后，各地应该尽可能地简化再生育审批程序，考虑到办证难的问题，各地要去调研，去寻求解决方案。既要方便群众办理相关手续，又要保证政策的施行。
各地卫生计生部门应该提高服务意识，不能给公众增加麻烦。比如可以使用现代化的查询手段，方便群众的手续办理。
此外，记者获悉，国家卫计委已经有建立全国人口信息查询系统的规划，其设想是包括人口数据和健康数据等信息，但是具体实施还存在一定难度，目前还只是在酝酿之中。
专家说法 政策落地需出台细则配套
多位专家表示，“单独两孩”政策最快有望年底就启动，北京大学社会学系教授陆杰华表示，2014年大约会有1/3的省份启动“单独两孩”政策。
南开大学人口发展与研究所教授原新表示，政策从目前提出到各地正式开始启动实施还存在很多问题，除修订《条例》外，还需要制定一系列与之相关的社会公共政策、具体细则等。
原新告诉法制晚报记者，比如在调整生育政策之前不符合生育是违法生育，应交社会抚养费，但有的却拖着没有交，那么若是明年政策调整了，又符合生育条件了，社会抚养费还征收吗？同时，在有些地区，社会抚养费可分期付款，前期已付了一部分，那政策调整了没有付的那部分还需要付吗，这些该如何界定都是问题。
目前全国有19个省份取消了二胎生育间隔，但还有很多在坚持，如北京，生育间隔不少于4年，或女方年龄不低于28周岁。也就是说，即便是北京的“单独两孩”政策落实了，如果有生育间隔的话，还是要考虑是否符合条件。
因此，地方政府在具体执行中，可能需设置一个节点，对节点之后出生的“单独两孩”，免缴社会抚养费。但对节点之前出生的“单独两孩”，可能要按照修订前当地的人口与计划生育条例，算做超生的孩子，要缴纳社会抚养费。
不过，对这部分孩子按照什么标准征收社会抚养费，才能让这部分“单独”家庭觉得公平、可接受，这需要各地地方政府根据各地情况妥善的配套细则。本版文/记者 王婷婷 李洁 王硕
