本报讯(记者熊琳晖 通讯员王芳 陈爱林) 昨日获悉，我省日前出台出生证管理新规：2014年起可免费办理出生证。该证办理不与结婚证、准生证挂钩。记者昨日从省妇幼、中南医院了解到，武汉部分医院其实早已执行上述规定。
出生证是婴儿“出生医学证明”的简称，有人生“第一张证”之称。近日，省卫生计生委、省公安厅联合下发新的《湖北省<出生医学证明>管理办法》，该《办法》2014年1月1日起实施。
按照新规，省内出生的婴儿，均应依法获得国家统一制发的出生证。各签发机构与管理机构不得以结婚证、生育证等作为附加条件，严禁在签发时收取工本费、搭车收费等违规收费行为。
家长应在孩子出生后的3个月内，完成出生证的办理。如孩子是在具备签发资格的医疗机构出生，由该机构直接签发。超过3个月仍未办理的，需到孩子出生地所在出生证管理机构办理。
对于无法提供接生机构相应资料的，应提交有资质的鉴定机构出具的DNA亲子关系鉴定书。另外，1996年1月1日以后出生的，如出生证遗失、损毁，可到原管理机构申请补发。
据悉，省卫生计生委委托湖北省妇幼保健院为全省出生证具体管理机构，各市、州、县级卫生计生行政部门可委托同级妇幼保健机构为当地管理机构。
