  新华网湖南频道长沙11月20日电(记者丁文杰、谢樱)近日,湖南江永县个别领导干部子女亲属“绕道进人”事件引发社会关注。江永县迅速调查清退了7名违规入编事业单位的“官二代”,湖南省、永州市两级纪委也已启动追责调查。


  纵观近年全国各地发生的“萝卜招聘”“火箭提拔”,再到履历造假的“绕道进人”事件,这种将岗位福利化、将“官位”世袭化的做法越来越隐蔽,但对社会公平正义无疑仍是非常严重的挑衅。


  初步调查:确实存在履历造假行为


  江永县“绕道进人”事件发端于网络举报和媒体报道。举报称,江永县部分县级领导干部为子女伪造在外地工作的档案,之后将其调动回江永县行政或事业单位工作,以此规避本应该参加的统一招考。举报还列举了6名在职县领导及其亲属的姓名的。


  11月16日,江永县宣传部门负责人介绍,江永县已派出调查组对事件展开调查。17日晚,江永县向记者表示,经核实,涉及当地领导子女亲属工作调动的有10人,其中3人符合事业单位工勤人员招聘相关规定,属于正常的人员调动。另有黄某、聂某等7人未经招聘程序,违反了《事业单位公开招聘人员暂行规定》,经干部人事和机构编制领域突出问题专项治理工作领导小组研究,并报县编委会,经县委常委会研究决定,对上述7人予以清退。


  根据江永县纪委调查组调查,7名违规进入事业单位的领导干部子女中,确实存在履历造假行为。比如当事人刘某,其父亲为原江永县政府副县长。2012年刘某进入江永县人社局,从事工伤救助管理岗位。调查组翻阅其档案发现,调来之前其在新田县人社局人才交流中心上班,档案中聘用合同、履历、年度考核等全套正规的档案材料一应俱全,然而调查组却不能查到其在原单位的事业编制入编手续,甚至原单位根本不知道有这样一个人。


  同样的情况还发生在江永县人大原专职党组成员莫某的女儿身上,档案显示其女儿从新田县卫生局调入现今江永县卫生局,然而据调查她在原单位根本不具备事业编制。没有在原单位上班,相关履历从何而来,又是通过什么程序让这些人顺利通过人事调动,实属蹊跷。


  违规进人:“熟人社会”的“相互安排”


  近年来,全国各地屡屡曝出违规进人、“近亲繁殖”等事件,其手法从领导批条、萝卜招聘,到“绕道进人”,不断翻新。


  实际上,通过履历造假“绕道进人”的做法并不少见。此前,湖南省就查处过几起伪造档案资料跻身公务员单位的案例。


  湖南某县两名部门领导,为了将子女“安排”进省里一家公务员单位,先是让其子女应聘在这家单位工作,在应聘期满前,两位领导分别找到该县县委、县人事局等部门负责人,伪造假公务员、假党员、假年终考核等档案资料,违规办理了公务员登记,其中一位领导的子女连学历都是伪造的。通过一系列造假,两名子女先后顺利通过这家公务员单位的“调入考察”,摇身成了“公务员”。直到后来在“破格提拔”中遭群众举报才东窗事发,被相关部门查处。


  一些了解内情的干部告诉记者,违规用人情况最严重的是县一级,因为县城基本是“熟人社会”,许多领导干部的孩子是独生子女,退位前想方设法要把子女的工作安排好。相对于大城市来说,县里“天高皇帝远”,“操作空间”大。前几年“风气”盛的时候,领导干部相互“安排”子女,甚至成为“显规则”。


  “权力通吃”下的腐败:不能仅仅“清退”了事


  “‘萝卜招聘’至少还是在相关公开招聘程序下进行,但履历造假,‘绕道进人’,则完全是藐视招聘规章,是‘权力通吃’下的践踏规则、颠覆正义行为。”华夏廉洁文化研究会会长傅学俭说。


  傅学俭告诉记者,领导干部子女没有在相关单位工作,却能够获得一系列档案材料,并且能用“假档案”成功实现人事调动,绝对不是单靠自己或其父母就能够办到的,其中还牵涉到各单位领导的权力结盟、利益输送、腐败勾结。因此,对这样的事件,一定要彻查,绝不能仅仅“清退”了事。


  一些网民反映,江永县对违规入编人员及时清退的做法值得肯定,但仅“予以清退”还不够。根据《事业单位公开招聘人员暂行规定》第三十一条规定,“对违反本规定招聘的受聘人员,一经查实,应当解除聘用合同,予以清退”。同时该暂行规定第三十条指出,对“伪造、涂改证件、证明,或以其他不正当手段获取应聘资格的”,“必须严肃处理。构成犯罪的,依法追究刑事责任。”


  湖南师范大学研究行政法、刑法的教授吴真文表示,如果当事人在虚假履历中存在伪造毕业证件、单位印章的行为,则触犯了法律,构成“伪造国家机关证件罪”“伪造事业单位印章罪”,可以移交司法,追究其法律责任。但如果其印章、证件是由机关单位负责人为其提供,则相关单位领导构成“滥用职权罪”,应当依法追究其责任。
