从劳教所到戒毒所

劳动教养和强制戒毒场所都由司法行政部门管理，各地劳教所和强制戒毒所也往往是一个机构，两块牌子。以湖南省为例，湖南省劳教局门口，还加挂了湖南省戒毒管理局的牌子。
湖南一家劳教所的负责人向记者介绍，该所两年前开始戒毒工作，单位早已是一套人马两块牌子的架构，收治劳教学员的同时，已经开始了戒毒人员的戒毒工作。“戒毒培训工作是一项长期性固定性的工作内容，目前收治人员主要是强制隔离戒毒人员，所以转型去向似乎已成定局，按现有的一切进行，其他情况尚不清楚。”
但在很多年以前，情况并非如此，戒毒所的牌匾是后面加挂上去的。常德市劳教所主办的“常德劳教网”消息称，常德市劳教所于2009年4月经湖南省戒毒管理局批准，正式加挂常德市朱湖强制隔离戒毒所牌子，履行强制隔离戒毒工作的职能，主要负责湘西北地区强制隔离戒毒人员的收治工作。这些活动，被称为“二次挂牌”。
就现有消息来看，全国各地的劳教所转型为戒毒所，成了一个趋势。今年五六月份，河北秦皇岛、山东枣庄、江苏无锡、辽宁朝阳等一批原本没有悬挂强制戒毒牌子的劳教场所，举行了挂牌仪式，劳教场所开始接收强制隔离戒毒人员，主要职能将逐步转向强制戒毒。

管教人员何去何从
劳教制度的废止，理所当然赢得了掌声。但由此产生的问题就是：劳教对象、管教人员该何去何从？一些劳教所在帮助劳教对象融入社会方面也采取了一系列的措施。
相对于劳教对象，管教人员的安置显得难度更大。目前劳教管教人员和强制戒毒管教人员分属两套系统：前者归司法系统管理，后者归公安系统管理。知名律师浦志强说，由于目前戒毒和劳教分属两套不同的管理系统，劳教废止后，原来由公安机关管理的戒毒所，可以全部划归司法行政机关管理，形成公安机关禁毒，司法行政机关戒毒的格局。
至于人员的安排，浦志强说，可以跟随戒毒所一起转为戒毒警察，或者跟随监狱一起转为监狱警察。
陕西一家劳教所负责人说，目前，劳教民警来源以前以部队转业军人为主，现在以大中专院校学生为主；管理模式以前为看守型，现在是教育型。
为了适应新的变化，劳教所本身一些细节又出现了变动，并已着手对劳教管教人员进行培训。
辽宁省一家劳教所原本是上下双层床，因为怕吸毒人员有幻觉摔伤，现在都撤了，换成了半尺多高的地铺。
今年2月，江苏省制定了《2013年-2015年全省劳教和戒毒系统民警教育培训规划》。这份规划提到，江苏省劳教(戒毒)局启动大规模戒毒矫治业务培训，计划培训民警500余人次。春节后上班第一周，该局即下发《关于做好全省劳教和戒毒系统2013年度戒毒矫治业务培训工作的通知》。
这份文件对戒毒矫治业务培训有5种形式：一是委托扬州大学医学院培训，二是系统内跟班实践，三是选派外省挂职锻炼，四是系统内挂职指导，五是单位自办班培训。目的就是“提高民警戒毒管理矫治业务能力，培养造就一大批戒毒管理矫治业务专业人才”。
