市人大法制委：违法向大气排污企业及负责人名单向社会公布

建议公布违法排污企业名单
王德林表示，有的常委会组成人员、代表提出，对违法排污，严重污染大气环境的企业及其负责人，应向社会曝光。市人大法制委员会因此建议增加一条，表述为：“市环境保护行政主管部门对违法向大气排放污染物，受到相应处罚的企业及其负责人名单，向社会公布。”
暂不制定排放总量指标交易制度 《北京市大气污染防治条例(草案修改稿)》中第五十三条规定“本市逐步实施主要大气污染物排放总量指标交易制度，市环境保护行政主管部门会同有关部门制定排放总量指标交易实施办法。”王德林表示，目前本市大气污染防治工作的主要任务是尽快压减污染物排放总量，因此对排污交易制度没做规定，建议删除该条。
此外，市人大法制委员会在《北京市大气污染防治条例(草案修改稿)》中，还增加了“空气重污染预警时提醒公众采取必要的防护措施”、“不得露天焚烧电子废物”、“设定罚款数额的下限”等内容。J224

取暖付费个人化 五环内禁建超高层
就如何防治大气污染，记者采访了最近出席九三学社北京市委防治大气污染主题议政会的专家。
九三学社社员、北京市长城企业战略研究所研究员程宏建议，推行供热计量收费。他说，目前本市部分小区已经开始实行冬季计量供热，但没有全面推开。即使在一些实行计量供热的小区，由于很多单位发放采暖补贴，并且凭发票报销，导致实际使用中并未节约。他建议，本市应积极落实国家住建部、发改委等八部委供热改革政令，取暖付费要个人化，即把取暖补贴打入工资，供热收费要计量化，取消按面积收费。
九三学社社员、清华大学建筑设计研究院设计中心总建筑师贺卫平表示，人们都知道应该公交出行，但公交出行实在不太方便。应尽快解决公交出行中私家车的接驳问题，在外围以地铁为核心建设停车库，在三四环内形成地铁公交网格化组织，让私家车尽量少进三环。
贺卫平还建议，城市热岛效应要充分重视。目前本市二环路以内低密度状态形成了锅底效应，使得灰尘容易固定在城市中央。避免城市热岛效应，应在北京五环内禁建超高层建筑。同时，屋顶绿化也要结合墙体绿化，发挥环保效应。本报记者 孙颖X133
