季建业被带走后没几天，中纪委调查组入住扬州瘦西湖旁的一家宾馆。
一位被中纪委约谈过的扬州官员向新京报记者透露，季建业10月16日被带走后，中纪委工作组分成三组，分别到南京、扬州、苏州调查。随着案情扩大，江苏省纪委、相关地市纪委也抽调人手，配合中纪委调查。
据南京知情官员透露，季建业被带走当天，其妻亦被带至北京，接受调查。
多位南京房地产开发商对此的解释是，季建业的妻子和司机“承揽工程太多，尤其是绿化工程”，“从扬州开始即已如此”。

吴中集团在扬州承接政府项目可谓“老资历”，它曾参与过扬州市另一重大项目——古运河改造项目。

2003年1月，吴中集团与扬州一家国有控股公司联合组建江苏凯运建设开发有限公司，当年6月，该公司与扬州国土局签订了首期324.29亩土地出让合同，启动了“凯运天地”项目。

新京报记者调查了解到，6个地块中，有两个被当地政府的开发商获得，另外四块被民营房地产公司获得。其中A、B地块由南京瑞富房地产开发有限公司(下称南京瑞富)获得，D、E地块由南京德豪房地产开发有限公司(下称南京德豪)获得。
D、E地块总建筑面积接近67万平方米，建有19幢住宅，及数栋沿街商业楼和商务办公楼，仅E地块的土建及水电安装中标价就超过7.5亿元。
承接此大型项目的南京德豪并非资本雄厚的老牌地产公司，而是在此项目招标前的2011年9月刚刚成立，注册资本仅为2000万元的新公司。
扬州一位与季建业相熟的官员告诉新京报记者，据他了解，季建业案发或与南京德豪的保障房项目有关。一个浙江商人承包了该保障房部分工程，但由于南京市财政吃紧，德豪未及时支付工程款，该商人便四处举报，并通过其亲戚向中央高层递交了举报材料。

媒体公开报道，该项目2005年10月22日开工，时任扬州市委书记的季建业出席开工典礼。
季建业落马后，德豪的瘦西湖新天地项目也进入调查组的视线。据扬州市规划局一位官员称，中纪委调查组曾多次到规划局调取一些土地项目的资料，其中包括瘦西湖新天地项目。
据曾被中纪委约谈的不具名人士介绍，有关瘦西湖新天地，主要问题围绕着更改项目容积率。据其了解，瘦西湖新天地开发过程中，由于拆迁成本提高，德豪专门找到季建业，希望能平衡一下。时任维扬区副区长的金秋芬找到扬州市规划局，希望能更改一下容积率。
上述人士称，规划局同意提高容积率，后向扬州市国土局发函称要向开发商追缴该项目土地出让金差价。“国土部门如果最终未向德豪追缴土地出让金，就势必会导致国有资产大量流失。”
昨日，记者联系曾任扬州国土局局长姚苏华，其电话无人接听。
时任维扬区副区长分管城建工作的金秋芬，现已调任扬州市环保局局长。瘦西湖新天地所在地亦属于双桥乡，金秋芬曾在这里担任主要领导近10年。
据多位扬州官场人士称金秋芬在今年6月份前后就曾被有关部门约谈过一次，但此后仍正常上班，未见异常，但鲜有公开露面。季建业被带走后，她又再次被约谈。
11月14日，记者多次拨打环保局长金秋芬电话，其手机一直处于关机状态。
美女老板下落成谜
苏州美田董事长高琪被指与季建业关系密切，曾通过季承揽地产项目
麒麟科技园经适房项目的A、B地块的获得者是南京瑞富。这两地块的项目，总建筑面积近40万平方米，一次性投资15亿元。
工商资料显示，南京瑞富注册于2011年8月，注册资本2000万元，注册地址与南京德豪一致，是苏州美田利华集团有限公司全资子公司。
南京一位房地产商称，一个注册资本只有2000万的公司，到了南京第一个项目就承接十多亿元的保障房，“好像是专门为这个项目成立的公司。”获得D、E地块的南京德豪也是相似的情况。
这位房地产商透露，美田集团的董事长是一位美女老板，名叫高琪，与季建业关系密切。苏州美田房地产开发有限公司(下简称苏州美田)始创于2002年，集团总部位于苏州，注册资金2亿元。
苏州地产界传言，季建业被带走后，高琪出国未归。11月1日，美田集团行政部经理张丽萍称，高琪的手机在其手中，高正在外出。新京报记者就上述项目一些问题求证，张丽萍称，会告知高琪，让记者等通知。
11月14日，张丽萍称，她也很久没有高琪的消息，亦不知其下落。
上述南京房地产商称，他曾与高琪接触过，高私下并不忌讳表明与季建业的关系。因季建业的妻子也姓高，她还曾以季建业的“小姨子”自称。
苏州官场人士介绍，上世纪九十年代中期，高琪在昆山成立家具装饰公司。在此期间，与主政昆山的季建业相识。2002年，高琪投身房地产，成立苏州美田。
季建业与苏州美田在昆山、苏州、扬州、南京等地有频繁“交集”。在他主政一方期间，苏州美田几乎均在当地承接有项目。例如，2005年，苏州美田在昆山千灯古镇开发“千灯商业街”项目。
据苏州文联系统人士介绍，高琪也曾出资数十万元帮助苏州一家体制内画院在北京举办画展。该画院专门将多幅字画作为回报。高琪后将这些字画私下赠予喜欢收藏字画的季建业。
扬州市一位不愿具名的官员称，高琪曾通过季建业拿其主管区域的地产项目，但采取的方式十分“隐晦”，属“潜规则”，很难抓住把柄。
项目招标前，这位官员接到市政府秘书处一领导的电话，称季市长有位朋友要来办事。随后高琪来到办公室，对这名官员称“我们老板让我来(找你)的”。
事后没几天，高琪约这位官员吃饭，市政府秘书处此前致电的领导也作陪。饭吃到一半，季建业突然来到包厢，坐在主位上，但对自己与高琪的关系和项目只字未提。
劣质保障房曾被查
扬州官场传言，因扣留3000万工程款，开发区主任被开发商高琪告状至季建业处，而被调离原职
2001年7月，季建业从昆山转任扬州，高琪紧随而至。2002年底，美田房产扬州分公司成立，开发的第一个项目是“阳光新苑”。
苏州美田官网显示，“阳光新苑”项目共20栋高层，总建筑面积约15万平米，项目自2002年11月底开工，到2004年5月底完成。
据扬州市知情人士介绍，在承接阳光新苑之前，高琪先后看过两个项目，因各种原因未谈拢。阳光新苑是扬州开发区的拆迁安置住房，项目一期政府共计投入1.5亿元，美田公司的利润最后应有3000万元左右。
但这一项目存在严重质量问题。据阳光新苑北区(一期)一位居民回忆，一期房屋有严重的漏水现象，当时有很多居民上访。后来开发区专门派一个工作小组入住该小区解决问题。
上述知情人士介绍，开发区政府要求美田公司解决房屋质量问题，并扣留3000万元工程款。但不久，原开发区主任被调到发改委担任副主任，而新来的开发区主任到岗没几天，就支付了扣留的3000万元。
原开发区主任的突然调职，让扬州官场人士都十分诧异，据称其调职是因为高琪找季建业告状。记者未能联系上这位开发区主任予以核实相关情况。
上述知情人士称，大约在2004年，季建业从市长升至市委书记期间，就曾被人举报。江苏省纪委曾专门派调查组进驻扬州，当时阳光新苑项目就是被调查项目之一。“因为相关手续齐备，最终没查出什么问题，但大家知道这个项目与季的关系。”
另一个当时被江苏省纪委调查的项目是京华城项目。该项目所在的扬州新城西区，亦是季建业主政扬州期间的政绩之一。
值得一提的是，江苏美田也和江苏吴中集团一起参与投资成立扬州中景，承接滨江新城人工湖等市政工程。
前江都区委书记倪士俊对此人工湖项目非常重视。倪曾担任扬州市政府副秘书长，深受季建业赏识。倪士俊调走后，人工湖项目进展缓慢。据知情人士透露，季落马后，倪也曾被有关部门约谈。而人工湖的配套工程也处于停工状态。
