程国平表示，上合组织成立12年来，秉持互信、互利、平等、协商、尊重多样文明、谋求共同发展的“上海精神”，保持了健康稳定的发展势头，为维护地区安全稳定、促进成员国共同发展发挥了重要作用。成员国在政治上恪守《上海合作组织宪章》和《上海合作组织成员国长期睦邻友好合作条约》宗旨和原则，不断提升战略互信和协作水平，相互坚定支持对方重大核心关切；在安全上携手打击“三股势力”、毒品走私和跨国有组织犯罪，逐步建立健全危机预警、联合执法等合作机制；在经济上积极落实《上海合作组织长期多边经贸合作纲要》、《2012-2016年上海合作组织进一步推动项目合作的措施清单》等合作文件，金融、交通、能源、农业、海关和高新技术等领域合作稳步推进；在人文领域积极开展教育、文化、卫生、青年等领域合作，进一步巩固传统友谊。同时，成员国、观察员国、对话伙伴国互动加强，沟通密切，上合组织凝聚力和影响力不断提高。
程国平指出，当前国际和地区形势复杂多变，世界经济复苏乏力。成员国对依托上合组织团结谋稳定、合作求发展抱有更大期待，上合组织处于发展关键期。李克强总理此次与会将同各国领导人一道，总结上合组织过去一年来各领域合作进展情况，深入分析上合组织发展面临的形势，落实比什凯克峰会共识，部署深化上合组织务实合作的重要举措。李克强总理将在发言中总结上合组织务实合作成果和经验，结合新的形势与任务，兼顾各方关切与需求，提出具有指导性、长效性、可操作性的合作倡议，充分体现中方睦邻、安邻、富邻的外交方针和亲、诚、惠、容的外交理念。会议将发表《联合公报》。《上海合作组织成员国政府间国际道路运输便利化协定》有望在这次总理会议期间签署。该协定将为开辟从连云港到圣彼得堡的欧亚交通运输大通道创造条件，对进一步密切各国经贸往来和人文交流，带动区域经济发展具有重要意义。
程国平表示，本次会议还邀请了上合组织观察员国蒙古国、巴基斯坦、伊朗、印度、阿富汗相应级别领导人，以及联合国、独联体等国际组织负责人出席。按惯例将举行成员国总理小范围会谈、与会各方大范围会谈、文件签字仪式等活动。会议期间，李克强总理将与乌兹别克斯坦以及与会有关国家领导人举行双边会见，就双边关系及共同关心的问题交换意见。
程国平最后说，目前成员国正在加紧商谈相关文件，进行总理会前的最后准备工作。相信在各方共同努力下，本次会议将取得圆满成功，为本地区的稳定和发展注入新的动力。
