  三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》提出,研究制定渐进式延迟退休年龄政策。


  据接近人社部人士对21世纪经济报道记者透露,目前相关部门没有确定要延长多少年,也没说什么时候开始延迟退休,作为一项重大决策,还处于征求意见阶段。


  人社部将针对延迟退休进行调研,包括不同年龄的工作者、不同层级的职工、企业高管、工人等,按照不同地区、不同行业,以及不同类型单位,全面了解对延迟退休的反应。


  虽然逐步延长退休年龄方向是既定的,但要根据人口结构变化、就业情况、收入增长情况、经济发展情况,综合确定。


  小步慢调


  中国最早出现延迟退休的消息是2008年。当时,由人社部等单位共同举办的中国社会保障论坛上,有与会专家透露,相关部门正在酝酿条件成熟时延长法定退休年龄,有可能先从女职工开始,采取“小步渐进”的方式,每三年延迟1岁,逐步将法定退休年龄提高到65岁。


  不过,官方后来的解释推翻了这一方案的可能,目前对于延迟退休尚无明确方案。最近几年,人社部收到很多社保专家、企业界和部分公务员的提议,建议延长退休年龄。这些提议认为,国外退休年龄普遍为65岁,我国还是60岁,与国际不接轨。


  来自企业界的代表则反映,老人退休后,年轻职工跟不上,部分老人60岁还可以继续工作,但也只能退休后作为返聘人员回到单位,但没有正常的劳动关系,一旦发生工伤,无法获得赔偿。


  人力社保部社会保障研究所所长金维刚在解读延退方案时表示,渐进式延迟退休是指将来制定有关延迟退休的政策将采取小步慢走的方式,逐步缓慢地延长退休年龄。


  假如退休年龄延长一岁需要经过两年时间,那么在政策实施之后的第一年只将退休年龄延长半岁,第二年再延长半岁,以此类推。


  一位社会保障领域的全国人大常委曾经对21世纪经济报道记者表示,他曾提议“稳健”的延长退休方案,即新人新办法、老人老办法,以未来某一年为基准,从当年新入职的人员开始实施退休年龄延长2个月,此后再入职的顺序延长4个月、6个月。


  显然,小步渐进将最大可能地润滑改革进程,但是在实际操作层面会面临何种困难还不得而知。


  目前,全世界约有165个国家对退休年龄做了具体规定,大多数国家的法定退休年龄在65岁左右,实施高退休年龄的国家往往是高福利国家,发展中国家的法定退休年龄普遍低于发达国家。


  有业内学者甚至曾表示,等到延长退休方案正式推开的时候,我们这代人或许已经看不到了。


  设定缓冲期


  从酝酿延迟退休到真正实施,比如法国就前后用了近10年时间。


  金维刚表示,在将来有关延迟退休的政策制定并公布之后,也将设定几年的“缓冲期”,即经过几年的准备才会正式实施。因此,渐进式延迟退休就是采取比较缓慢而稳妥的方式,逐步延长退休年龄,尽量减小退休政策调整对社会和有关人员所带来的影响,这是许多国家在提高法定退休年龄方面比较通行的做法。


  其他国家在颁布延迟退休政策的同时,还允许部分群体提前退休。法国就采取了这种方式。


  21世纪经济报道记者获悉,人社部正加快研究制定基本养老保险全国统筹方案。在实现全国统筹之后,将适当调整养老金的企业缴费率,以减轻企业负担。目前讨论最多的,就是企业20%的缴费上限可能调整。


  人社部副部长胡晓义也曾在公开场合表示,现在规定的养老保险缴费标准确实不低,这是因为这个制度现在承担着过去计划经济时期没有缴费这样一个沉重的历史包袱。以目前的养老金收支状况来看,为企业减负提供了时机窗口。


来自人力资源和社会保障部的数据显示,2011年,城镇职工基本养老保险基金收入达到16895亿元,增长25.89%,除广西为负增长外,其余省份均实现正增长,其中广东、江苏、山东等省市基金收入都超过1000亿元。来源:21世纪经济报道
