近日，上海市公安局专门发布《关于做好人才类“集体户”清理和“社区公共户”落户审批准备工作的通知》，据测算，全市公安机关人口管理部门将在原有5万-6万份材料的基础上，每年新增约3万份材料的受理、审批工作。
集体户口近年不断增加
上海市人才类“集体户”(包括市、区两级人才服务中心和上海市学生事务中心，以及各类人才中介服务机构设立的集体户)作为一项社会化管理服务项目，从上世纪90年代初设立至今，挂靠在人才类“集体户”内人数不断增加，户籍基本管理功能缺失，给集体户所在地政府公共服务带来较大压力。
近日，上海市公安局发布《关于做好人才类“集体户”清理和“社区公共户”落户审批准备工作的通知》，自2014年1月1日起，经市人保局、市教委等部门审核同意迁入上海市的人员，停止落户人才类“集体户”。因在沪无配偶、无直系亲属、无住房或所在单位未设立集体户等，确无落户条件的上海市引进人才，可在其本人实际居住地“社区公共户”落户。同时，要进一步规范、严密“社区公共户”落户审批，完善“社区公共户”长效管理机制，全力推进本市户籍人员居住地服务和管理工作。
集体户口有两大去向
通知要求，人才类“集体户”清理工作将分三阶段实施：即日起至2013年12月31日为梳理排摸阶段，2014年1月1日至3月31日为核查比对阶段，2014年4月1日至6月30日为整顿清理阶段。
对于符合政策主动办理户口迁移手续的人员，要做好服务与保障；对于户口仍滞留在人才类“集体户”的人员，各人才类“集体户”设立单位应编制名册，报所在地公安分局、县公安局人口办，统一将其列为“控制户口”，对其户口、出入境管理等事项停止办理。
上海各公安分局、县公安局及区、县人口办将积极争取本区人口综合服务和管理领导小组支持，督促尚未设立“社区公共户”的街道办事处、镇(乡)政府，在2013年11月30日前完成“社区公共户”设立工作。“社区公共户”地址应选定实体地址，可在本辖区物业服务企业管理用房或居(村)委办公用房确定“社区公共户”地址。自2014年1月1日起，人才类“集体户”不再新增落户人员。
2014年1月1日起，拟落户“社区公共户”人员将向实际居住地公安派出所提出落户申请，并按规定程序报分(县)局、市局审批。据测算，本市公安机关人口管理部门将在原有5万-6万份材料的基础上每年新增约3万份材料的受理、审批工作。为此，市局人口办和各分(县)局将在现有户口审批岗位民警的基础上，视情增配若干民警，并做好相关业务培训工作。
子女教育政策正在研究
来自浙江的陈小姐告诉早报记者，自己2010年在上海硕士毕业后，通过上海学生事务中心申请了集体户口的落户，但一直没有买房，不能转为个人户口。
按照新政，陈小姐明年1月1日需前往现居住地派出所申请“社区公共户”，否则将被列为“控制人口”，在出入境、户籍等方面带来麻烦。而在申请“社区公共户”后，如果陈小姐频繁搬家，同样需要不断办理“社区公共户”。
早报记者昨日下午在梅园路上的市人才服务中心看到，在25号窗口附近已经张贴出落户新政的告示，“告示是今天刚挂上去的，具体的我们也在研究，现在是‘只出不进’了。”一位工作人员表示，该窗口是专门办理集体户口的，目前已经收到领导关于岗位转动的指示了。据早报记者了解到，长宁、黄浦、静安等区县人才服务中心目前已全面停止对集体户口的挂靠申请。
市教育主管部门透露，将严格按照要求，对公共户籍子女接受教育以及中高考的问题，研究制定相关配套政策。
