“目前为止,不清楚全面深化改革领导小组的具体构成。”中央财经领导小组办公室副主任杨伟民说。


  11月20日,国新办就十八届三中全会精神及《决定》内容举行吹风会。杨伟民在会上表示,全面深化改革领导小组与中央财经领导小组名字不一样,干的事也不一样,不是一回事。


  杨伟民表示,全面深化改革领导小组将负责四件事,第一是“总体设计”,主要是审定和审议重大的改革规划或者方案,比如财税体制改革这种重大改革,涉及各个方面的利益调整,应该有这样一个领导小组来决定;第二是“统筹协调”;第三是“整体推进”;最后一条是“督促落实”。


  杨伟民将十八届三中全会通过的《决定》称之为“全面改革六十条”,他表示这仅是个纲领性的文件,虽然有很多领域的措施很具体,但是并不可能把每一项改革的具体时间表、路线图统统都写进去。


  在总体阐述了决定文件的精神之后,杨伟民回答了社会关注的各方面问题。


  对于地方债,杨伟民表示,大体上判断,地方政府债务确实总量比较大,增长也比较快,在个别的地区也存在一定的风险点。但是,总体是可控的。


  未来解决地方债的有以下改革途径:一是完善地方税体系,“这是我们完善税制的一个目标、任务,因为如果地方有了自己的主体的税,解决区域性的公共服务,符合本地区负责的事权,就有了基本的资金保障。”二是,允许地方政府通过发债等方式拓宽城市建设融资渠道。三是,研究建立城市基础设施和住宅政策性金融机构。四是,要制定非公有制企业进入特许经营领域的具体办法。五是,推广政府购买服务。


  在土地制度改革方面,杨伟民表示,在坚持市场化方向的同时,要坚持以下原则:第一,守住底线的原则,包括坚持集体所有制,不搞私有化。还有18亿亩耕地的红线,要坚持用途管制,而不是在流转过程当中把农地都变成建设用地。第二,问题导向原则,发现什么问题就解决什么问题。第三,试点先行的原则。


在土地用途管制问题上,中央农村工作领导小组副组长陈锡文也曾在多个场合着重强调。陈锡文表示,在农地规划这个领域,市场不能起决定性作用,因为土地是分类的,只有在分类清楚、不跨界使用,每一类土地都能更好地发挥它的效益的时候,市场才能起作用。工业用地、仓储用地、商贸用地,住宅用地等每一类土地有各自的市场。市场只能在各自的用地领域内发挥机制,是绝不能跨界运行,把批过来工业用地用在住宅用地上。
