同时，顾明辉表示，许多被媒体曝光的“山寨大学”中，除了部分根本不存在的“空壳大学”以外，一些明明只拥有提供非学历教育资质的培训机构对外打着“民办高等教育”院校的旗号进行招生，并号称提供“国家认证”的本科、大专文凭，明显违反了相关规定。也有一部分“山寨大学”和正规的民办非学历高等教育机构、社会上相关教育培训、自考成考远程网络教育培训助学、正规高职和民办学校招生等机构里的人员有所来往，往往为了达到共同的招生目的，而在互联网上进行大肆的变相宣传，甚至诱使行骗。“可惜有些学生和家长混淆了两者的资质问题，继而上当受骗。最后钱也付了，拿到的却是张不被承认的文凭。”

“山寨大学”死灰复燃的速度惊人，且有愈演愈烈之势，到底“山寨大学”拥有怎样的吸金手段，背后的利益链又是如何？
长期关注此问题的“上大学网”内容总监谌江平透露，现在中国的虚假大学或者“山寨大学”，一般是指不在教育部本年度公布的具有高考招生资格的高校名单里，也不在当地教育行政主管部门最近年检审核通过的正规民办非学历高等教育机构里面，不具备相应的办学资质和招生资格，但仍进行招生或者进行超越自己资质的招生行为的教育机构。
“他们提供的‘文凭’号称国家认证，联网可查，实际上一般都是在这些虚假大学、山寨大学所谓的‘官方网站’中的类似‘学历查询’的程序中得到搜索结果。”谌江平认为，当不法分子遇上一些稍有警惕性的人，他们则会将其个人信息及毕业信息在一些所谓“高等民办教育学生信息网”之类的非正规网站上进行建档，而这种网站的真实性存疑，很有可能是他们私自建设的数据库，且维护成本并不高。
“他们一般团伙作案，形成了一定的利益链条，流窜在全国各地，当某个域名或网站被国家网监部门关闭之后，在其它地方开启另外一个域名和换个网站空间重新继续行骗。”
据谌江平透露，其实全国各地的虚假大学或“山寨大学”，估计不下300所。
