People’s daily overseas edition：Between China and Japan's ‘political cold’ to ‘economic hot’

November 18-24th, the Japan-China Economic Association delegation's visit to China. The delegation more than hundred people from Japan consisting of large high-rise, Chairman of Japan-China Economic Association, Fujio Cho, Toyota's Honorary Chairman, served as the team leader.

Since 1975, Japan-China economic association mission to China every year, only trip 2012 Japan Government bent on "out island" and for the first time were canceled. Access to recovery this year, the Mission's main task is clear, and hope that through the visit to promote the development of Sino-Japanese economic and trade relations to mend Japan stance and approach of the Government on the Diaoyu Island issue caused serious damage to economic and trade relations between the two countries.

Bilateral relations have deteriorated Japan businesses suffer from it. Last September, Japan Noda Government despite China's opposition to complete the so-called "out island" program. That same month, as Japan automakers Toyota, Nissan and Honda's sales in China, the company's setback, sales fell, 49% and 41%, respectively. According to a recent Japanese media reports, the first 10 months of this year, China and the European Union, the United States and ASEAN trading partner growth in trade between the Japan total trade declined by 7%.

The delegation's visit to China coincides with a total of 18 shortly after the end of the third plenary session, China announced a comprehensive reform programme, and the bright prospects of China's development has attracted the eyes of the world. In this context, Japan businesses want from the "China opportunity" to benefit, worried about missing aboard because of the Sino-Japanese relations at a low ebb of China's economic development fast opportunities. This is completely understandable.

Japan-China Economic Association is one of the Japan-China friendship society, plays an important role in the development of bilateral economic and trade relations. Delegation's intentions are good, but can get their way is not dependent on China.

China has always attached importance to Sino-Japanese relations, committed to the bilateral friendship and promoting cooperation and common development. For problems and friction between China and Japan, China has always been to bilateral relations as well eliminating contradictions, in a positive manner to solve the problem. In 2010, as a "collision" incident, had troubled the relationship between the two countries. In March 2011, Japan after the earthquake, the Chinese Government and people to put the past behind us and Japan give aid freely, but relations appear strikingly.

Today's predicament, exclusively by Japan unilaterally making. Sino-Japanese relations have been maintained over a period of "politically cold heat" State. "Out island" adverse effects of the events have proved that "politically cold heat" is not a stable state, it is not the normal state of our bilateral relationship. Japan can't be in the cases that do not respect the relations with China, enjoying the dividend for development in China.

Now, on the issue of the Diaoyu Islands, Japan continues to ignore China's stance of the Government, strongly deny the existence of controversy; on the history issue, beautifying the aggression, evasion of responsibility; on the attitude towards China, malicious rendering the "China threat theory" and tried to build a "Chinese encirclement".

Japan's attitude and approach of the Government economic and trade exchanges can only recover hot prospect even more remote. Even temporarily restored the "heat", while difficult to improve "politically cold" context, "hot" continuing impossible. Private efforts have only one hand, Japan should reflect on the Government actions. Only eliminates the real obstacle to the healthy development of bilateral relations, Sino-Japanese relations can flourish.

　11月18日—24日，日中经济协会代表团访华。该代表团规模超过百人，由日本大型企业高层组成，日中经济协会会长、丰田汽车名誉董事长张富士夫担任团长。

　　自1975年以来，日中经济协会每年都派团来华，只有2012年的行程因日本政府执意“购岛”而首次被迫取消。今年访问得以恢复，代表团的主要任务很明显，希望通过访问促进日中经贸关系发展，修补日本政府在钓鱼岛问题上立场和做法对两国经贸关系造成的严重损害。

　　两国关系恶化使日本企业界深受其害。去年9月，日本野田政府不顾中国反对完成所谓“购岛”程序。当月，作为日本汽车三巨头的丰田、日产和本田公司在华销售就遭遇滑铁卢，销量分别同比下降49%、35%和41%。根据日媒近期报道，今年前10个月，中国与欧盟、美国和东盟等贸易伙伴之间的贸易额都有所增长，日中双边贸易总额却下降了7%。

　　此次代表团访华恰逢中共十八届三中全会结束不久，中国公布了综合改革方案，中国发展的光明前景吸引了全世界的目光。在此背景下，日本企业希望从“中国机遇”中获益，担心因为中日关系处于低谷而错过搭乘中国经济发展快车的机会。这完全在情理之中。

　　日中经济协会是日中友好团体之一，在双边经贸关系发展中发挥了重要作用。代表团的意愿是好的，但能否得偿所愿并不取决于中国。

　　中国历来重视中日关系，致力于双边友好，促进合作和共同发展。对于中日之间出现的问题和摩擦，中国一贯以双边关系大局为重，以积极的态度消除矛盾、解决问题。2010年，由于中日“撞船”事件，两国关系曾陷入困境。2011年3月日本大地震发生后，中国政府和人民不计前嫌，对日本进行无私援助，使两国关系出现转圜。

　　当下的困境，完全是由日本单方面造成的。中日关系曾在一段时期内维持过“政冷经热”的状态。但“购岛”事件造成的恶劣影响已证明，“政冷经热”并不是一种稳定的状态，并不是双边关系的正常状态。日本不可能在不尊重对华关系的情况下，尽享中国发展红利。

　　目前，在钓鱼岛问题上，日本政府依然无视中国立场，坚决否认存在争议；在历史问题上，美化侵略、逃避责任；在对华态度上，恶意渲染“中国威胁论”，极力构筑“对华包围圈”。

　　日本政府的态度和做法只能使经贸往来恢复热络的前景更加渺茫。即使暂时恢复了“经热”，而在难以改善“政冷”的背景下，“经热”的持续性无从谈起。民间的努力只是一方面，日本政府应该反省所作所为。只有消除了影响两国关系健康发展的真正障碍，中日关系才能得以健康发展。
