新疆反分裂、反恐怖斗争是长期的、复杂的、尖锐的。“4·23”、“6·26”等严重暴恐案件的发生表明，境内民族分裂组织和暴力恐怖团伙不会因为不断受到沉重打击，而放下屠刀、立地成佛，相反，在西方反华势力的纵容支持下，他们不甘心看到新疆繁荣发展稳定和各族群众团结和睦的局面，他们会顽固地走“捣乱——失败——再捣乱——再失败”的道路。

三年来，在“一反两讲”方针指导下，我区维稳工作不断趋于常态化、科学化、法制化，发现、防范、打击、处置能力明显提高。当前新疆维护稳定的群众基础、社会基础、基层基础更加稳固，社会大局向好趋势更加明显。
二、“一反两讲”的内涵
“反暴力”就是要用铁的手腕对一切暴力恐怖犯罪行为予以毁灭性打击。暴力犯罪是反人类的严重犯罪，也是对社会危害最大的一类犯罪。当今世界，没有一个负责任的国家，不谴责这样的血腥暴行；没有一个讲法治的政府，会对本国的暴力恐怖犯罪纵容姑息。新疆反分裂、反恐怖斗争的历史表明，没有打击，就没有稳定，就没有对敌斗争的主动权。维护国家统一和新疆大局稳定，必须牢固树立“稳定压倒一切”的思想不动摇，坚持“主动出击、露头就打、先发制敌”的方针，严厉打击各类暴力恐怖活动，绝不让“三股势力”坐大成势。对于那些披着宗教外衣、打着所谓“民族自决”旗号进行破坏活动的民族分裂主义骨干分子、暴力恐怖犯罪分子和宗教极端势力为首分子，必须用铁的手腕予以毁灭性打击。
“讲法治”就是要树立以人为本的现代法治稳定观，不断提升全社会的法治意识和法律素质。我国是社会主义法治国家，离开法治就不可能维护社会的长治久安，就不可能摆脱人亡政息的局面。苏联解体的历史教训警示我们，依法治国，厉行法治，根本又在于宪法至上，在于宪法要有真正的最高权威，在于把宪法确认的各种规则作为社会一切行为的根本准则。面对新疆当前复杂、严峻的维稳形势，特别是境内外“三股势力”更加注重利用人民内部矛盾、各类民生问题和焦点、热点问题，破坏民族团结、煽动民族对立、挑起民族冲突、制造社会动乱，“讲法治”的目的就是为稳疆兴疆创造一个良好的法治环境，为新疆和谐稳定提供强有力的法治保障。法律面前人人平等，不管是什么人，不管是哪个民族，不管是出于什么动机，都必须尊重法律，都必须用法律约束自己的言行。
“讲秩序”就是要为新疆的跨越式发展营造和谐稳定、安宁有序的社会环境。和谐是稳定的基础，稳定是发展的前提，只有和谐、稳定、发展了，社会主义现代化和中华民族伟大复兴的中国梦才能实现。纵观近年来我区发生的暴力恐怖案件，这种滥杀无辜、无视生命的罪恶行径不仅是对公民生命权利的侵犯和对法律的践踏，更是对社会公序良俗的严重挑战。北非、西亚国家的持续动乱，导致人民流离失所、民不聊生，这些惨痛实例足以教育各族干部群众，“稳定是福、动乱是祸、民族团结其乐融融”。新疆反分裂斗争的历史不是也一再证明，凡是社会稳定、民族团结和睦的时期，新疆社会发展就快，各族人民实惠就多；凡是社会混乱、民族团结遭到破坏的时期，就会导致社会动荡，发展停滞。
三、坚持“一反两讲”，坚决打击“三股势力”
毫不手软地打击暴力恐怖犯罪活动，是一个法治国家和社会负责任的具体体现，也是捍卫人权和公民权利的具体要求，更是新疆各族群众的根本利益所在。没有对暴力恐怖活动的严打惩治，人民群众的根本利益就无法得到保障。没有对人民群众的保护，就得不到人民群众的支持和拥护。依法严厉打击一切暴力恐怖犯罪是法律赋予的神圣职责，用法律伸张正义，还受害者以公平，彰显了法治社会对生命和人权的尊重。
改革开放三十多年，我国现代化建设取得了举世瞩目的成就，新疆经济社会长期稳定发展，人民安居乐业、和谐社会建设顺利进行，这些都离不开法制的有力保障。树立以人为本的现代法治稳定观，就是要积极顺应人民群众不断增强的民主意识、公正意识，坚定地相信群众，紧紧依靠群众，把群众的心拢起来，把群众的力量凝聚起来，以群众为强大后盾，形成维护社会稳定的强大力量；就是要通过深入细致的法制宣传和思想教育工作，强化人民群众的法律意识、责任意识，引导群众自觉做守法公民，努力推动人民群众素质转型，真正促进人的全面发展。
在漫长的历史时期，新疆大地上多民族聚居，各民族的迁徙活动和相互交往使各民族之间自然形成团结、互助、和谐为主的民族关系，形成了你中有我、我中有你的血肉联系，形成了谁也离不开谁，民族团结是福的共识，这种和谐的民族关系推动和促进了新疆地区的经济发展和社会进步。中央新疆工作座谈会以来，新疆各族人民群众求发展、思稳定的主流思想意识和主动参与维稳的积极性不断提高，这是营造新疆和谐稳定、安定有序社会环境的源泉和动力。站在新的历史起点上，始终坚持以现代文化为引领，将文化建设贯穿于法治实践的全过程，加强和创新社会矛盾预防和化解工作，有效解决矛盾的和谐基础，运用人民群众喜闻乐见的新形式、新载体和新方法，激发各族人民群众学法知法、守法护法的主动性，使崇尚法治、信守法治成为各族人民群众的文化自觉，最终实现社会和谐稳定、长治久安的目标。
