漫画在邱县兴起已有30多年，廉政漫画在邱县也有十多年的发展轨迹，土生土长的农民漫画家们共同提供了一个廉政漫画在乡间生存的样本。
现在，邱县廉政漫画的发展又面临新节点。纪委官员承认，运作廉政漫画十多年，财政投入并不大。解决吃饭问题，事关能否让廉政漫画作者们获得持久的创作保障，产业化是一个方向。“当然，这还仅是一个想法。”这位官员忙着补充说。
然而，在农民漫画家们看来，这却是既迫切又根本的问题，关乎廉政漫画的未来。
来自政府的漫画“订单”
2005年5月的一天上午，侯峻山突然接到赵俊海的电话。对方称是邱县纪委的，说：“有事，给你找点活儿。”
11月9日，北京青年报记者第一次见到侯峻山，是在 “邱县廉政教育基地”里的“绿色”工作室。侯峻山一面展示今年8月他与邱县交通运输局合作出版的《廉政交通》漫画集，一面告诉记者，这是他出版的第42本书，其中10本是廉政漫画书。
2000年侯峻山与邱县检察院合作“反腐扑克”，2005年、2010年邱县纪委与他合作出版《〈廉政准则〉漫画释析》和《画说〈廉政准则〉》。侯峻山认为，《〈廉政准则〉漫画释析》》是邱县廉政漫画图书的源头。“此前，邱县画漫画的人很多，但把廉政漫画做成书的，在邱县我是第一人”。
侯峻山说，让他走上廉政漫画图书出版这条路，最不能忘记的一个人，就是县纪委的赵俊海。

侯峻山记得，那一年的夏天，“绿色”成员在他家里工作了近一个月。二层的小楼上上下下都是人，没有空调。 “感觉非常之好。大家在一起，就是讨论艺术。”侯峻山说。
《〈廉政准则〉漫画释析》当年7月28日完稿，8月出版，漫画50幅。2010年初中共中央颁布《中国共产党党员领导干部廉洁从政若干准则》。邱县纪委再次与侯峻山合作，2011年出版了《画说〈廉政准则〉》，漫画52幅。
邱县官方统计显示，迄今为止邱县廉政漫画创作超万幅，正式出版的廉政漫画图书30余部。
“反腐扑克”的署名纠葛
起初侯峻山很生气，把“前言”从扑克牌里抽出来一张一张地撕掉。撕着撕着又想，都是为反腐做贡献，何必呢！
在侯峻山与邱县检察院之间，有一段双方都不愿回首的往事。
侯峻山回忆说，2000年的一天，邱县检察院找到他说，想用漫画的形式，在预防职务犯罪上搞创新，蓝本就是最高人民检察院出台的《人民检察院直接受理立案侦查案件立案标准的规定(试行)》。
“职务犯罪52种”这个数字挺敏感。侯峻山回家想了一晚上，觉得加上大小王，正好是54张，可以画成漫画做成扑克牌。
创意提出来，人家觉得马马虎虎，没什么反应。侯就自己做。当时不会电脑，请人把扑克牌扫下来，再自己把画好的漫画装进去。先画了10幅，交给了检察院。过了大约半年，检察院有反应了，觉得不错，说：“你画吧。”
2001年，邱县检察院以自己的名义出品“反腐扑克”，引起很大反响。侯峻山说，在国际上都有影响，美国、英国和俄罗斯的记者都要求采访他。
“反腐扑克”2001年获得国家专利。记者看到两份“专利证书”的复印件，一份上有两个人的名字，其中之一是侯峻山；另一份复印件上只有一个人的名字，不是侯峻山。邱县检察院一本宣传册中说，“反腐扑克”的创意是一名检察官提出的。
2002年侯峻山与邱县检察院签的一份“协议书”中，又承认双方都可以使用“反腐扑克”，对方“不提出反对意见”。
邱县检察院人士表示，对过去的事情不太清楚。尽管如此，侯峻山2009年还是与河北省检察院合作，出版了《画说职务犯罪》。“前言”中侯峻山被称为“著名漫画家”。

侯氏“绿色”生存法则
做“反腐扑克”牌时，得了500元报酬，侯峻山说他当时高兴坏了。最近出版的一本书，他挣到近万元。
侯峻山农民出身，当过兵，复员回乡后投身到“青蛙”学习漫画。凭着学到的漫画知识，他考入了邱县文化馆。先在乡文化站工作3年，后调回县文化馆工作，如今已是漫画专业正高级技术职称。
2000年时县里修起了一条商业街，但当时没有人来做买卖，铺面都空着。县里着急，便让公职人员去做“门市”。于是，侯峻山与人合作开了一个搞装潢的“门市”，写牌匾、会标、做锦旗、灯箱等。
这期间他接了“反腐扑克”的活儿。那次，他一个人干。当时天还冷，晚上架个灯，在“门市”画漫画，一画几个小时。
侯峻山说，这以后主动上门找他画漫画出书的越来越多，忙不过来了。他意识到，想把漫画事业做大，要靠大家的力量。于是，他创立了“绿色”。
做“反腐扑克”还让他懂得了“著作权”。起初，在底稿上的每幅漫画他都署名，印制时都被取消了。此后，他就严格了，一定要签合同。以后出版的书，每幅画上都会注明作者，写明他在书中的身份，如“主笔：侯峻山”。最新出版的《廉政交通》一书“后记”中，先是提到“青蛙”和“绿色”共同打造了邱县的廉政教育，随后特别说明《廉政交通》一书，由侯峻山 “编文、绘画、排版、出样”完成。

廉政漫画的“吃饭”问题
邱县官方提供的宣传材料中坦言，廉政漫画现在存在着三个问题，其中之一就是不可持续。

张爱学，是邱县靠漫画能“吃饭”的农民漫画作者之一。他妻子王女士告诉记者，张爱学12岁起在“青蛙”学习漫画，经常向全国媒体投稿，每月可以有较稳定的收入，大约5000元左右。她丈夫每天工作也要12个小时以上。她说，不能停，停了收入就受影响，自己每月仅1000多元的收入。
漫画作者李继红现在是邱县计生局的公职人员。她说自己从小在“青蛙”学艺，每年陈玉理老师接到“活儿”，能分给她一些。今年分到的活儿，让她有了几千元的业余收入。但她不敢辞职，毕竟每个月有1000多元的稳定收入。
据记者了解，在邱县画一幅漫画现在的收入是300元到500元之间。一个普通公务员一个月的收入在2000元左右。一个在县城边上开小店的女士说，她一个月的净收入5000元左右。出租司机一个月的纯收入也在5000元左右。显然大多数画漫画的作者还达不到这个水平。
邱县官方提供的宣传材料中坦言，廉政漫画现在存在着三个问题。一是简单“移植”，内容上互相复制，形式上互相模仿，缺乏特色；二是政府包办，过度依赖党委、政府的推动；三是不可持续，自身缺乏造血功能，难以持续。
廉政漫画能否走上“产业化”发展的道路，在邱县，人们的想法还是颇为“分裂”。赵俊海认为，产业化应该是廉政漫画发展的大方向。政府在其中的作用，应该是积极引导，帮助和扶持。产业化在财力方面的投入压力并不太大。至于说到产业化目标，阶段化设想，政府如何搭建漫画平台，如何引进经营人才、投资等，赵俊海说，目前还不太好说，就是朝这个方向努力，做大做强吧。但邱县也有官员认为，产业化现在也就是个“说法”，还不能成为重点。
李青艾觉得产业化这个想法还不错，但具体怎么操作还不太清楚，心中没底。侯峻山也认为，漫画产业化就是要解决能“挣钱”的问题。他最担心政府的态度，会不会因为官员的更换而改变。

靠漫画吃饱饭的没几个
北青报：你写过一篇谈邱县漫画产业化的论文，是吗？
侯峻山：是关于邱县漫画产业化探索的。我想，漫画产业化，关键要能挣到钱。农民画漫画，挣不到钱就无法生存。
北青报：搞漫画产业，你觉得行吗？
侯峻山：漫画产业化，关键要以经济为本，能挣钱。其次需要政府的支持，由县一级领导来牵头做。比如廉政漫画，政府有一些投入，虽然很少，但可以用行政的办法，把教育资源、文化馆的资源和漫画作者整合起来。还要有媒体推广，有会运作的人才。廉政漫画对推广漫画是好事。这里就有政府的力量。但如果不会运作，不懂得利用媒体推广，什么事也办不成。这里还有一个问题，漫画作者可能挣不了多少钱，但拉动了相关产业，比如出版。
北青报：在邱县画漫画能挣钱吗？
侯峻山：挣不了多少。这有几个层次，一个是当盐吃，其次当水喝，还有就是当菜吃，能生存要达到当饭吃。
北青报：邱县是什么水准？
侯峻山：这方面情况我最清楚。吃菜的不超过30个，更多的是喝水、吃盐。喝水、吃盐就是偶尔有些收入，然后很长时间没有收入；吃菜就是收入还可以；吃饭就是以此为生了。
北青报：吃饭的有吗？
侯峻山：很少，只有几个。我算一个，张爱学算一个。
北青报：你靠什么吃饭？
侯峻山：我有文化馆的工作，再画漫画可以吃饭。没有活儿，也饿不着。有多少吃多少。
北青报：只靠工作室，能吃饭吗？
侯峻山：很难，那我就得开门市，接别的活儿。漫画就只能当成草了，吃饭就难了！
北青报：当年你开门市挣了钱，为什么不做了？
侯峻山：当时日子过好了，挣钱挺快。妻子希望我干下去，我不。为这，我们差点离婚。干“门市”挣钱是“草”。我要干我的漫画专业，那是我喜欢的“苗”。“草”多了，“苗”就少了，我要事业，不要钱。现在更有成就感。
北青报：如果没退出，挣了几百万，你会怎么想？
侯峻山：我会后悔。那时候“苗”都死了。
搞漫画产业化心里没底
北青报：“青蛙”是否有把漫画做成产业的想法？
“青蛙漫画组”李青艾：现在还谈不上。产业化也是领导的想法。怎样落实，怎样往前走，都还没有想。
北青报：领导是什么想法呢？
李青艾：领导具体什么想法还不太清楚，只是提到了漫画产业化，让农民致富，就是一句话，别的还没有听说。我们也不知道下一步该怎么办。
北青报：“青蛙”方面觉得这个想法可能实现吗？
李青艾：这个想法挺好。做产业需要投资呀，如果没人出钱，恐怕做不成。
北青报：“青蛙”有可能引来投资吗？
李青艾：我们感觉难，特别是反腐倡廉的漫画不好办。还是要政府想点办法，需要政府有人牵头，有人做这事，我们大家不善经营。
北青报：“青蛙”不是自己搞起来的吗？
李青艾：有一些漫画能有一些利润，至于怎么走向产业化，这方面心里还没有底。如果领导能引来一些投资，有一些懂经营的人来管这个事情，可能会好一些。
北青报：邱县有能搞漫画经营的人才吗？
李青艾：不太好找。搞漫画的人只搞漫画，不擅长搞经营；邱县还比较穷，有一些经营者也就都是小老板，不可能出钱。邱县能坚持下来搞漫画的也就50多人，很多人都改行了。漫画养不了家。
