记者20日从最新一期政府公报获悉，深圳市人民政府正式发布《深圳市公共安全白皮书》(以下简称白皮书)。据悉，这是深圳首次发布公共安全白皮书，在国内城市当中也较为少见。
据透露，该白皮书是预防和应对各类突发事件，推动城市安全发展，保护公众生命财产安全的指导文件，是未来3至5年，乃至更长一段时间，推进深圳平安建设的行动方案。其发布旨在增进公众对城市公共安全的认识和了解，动员和组织全市各方力量，打造安全和谐的生产生活环境，提升公众的生活质量和幸福感。

国际化都市“惯例”
这份指导文件，在加强安全生产、消防安全、公共卫生工作、社会安全、减灾防灾和综合应急救援体系、食品安全管理、打击制假售假、安全执法监督、舆论监督等各方面提出了预防和应对措施。有关人士透露，深圳市政府自2012年10月启动城市公共安全评估工作，通过深入调研和资料收集，研究制定预防和应对措施，编制形成了本白皮书。

食品合格率97.5%
公报透露，白皮书规定了公共安全总体目标，包括：到2015年，自然灾害造成的直接经济损失占本地生产总值(GDP)的比例控制在2‰以内；亿元本地生产总值(GDP)生产安全事故死亡率控制在0.04以下；工矿商贸就业人员十万人生产安全事故死亡率控制在1.0以下，火灾十万人口死亡率控制在0.08以下，道路交通万车死亡率下降到1.7以下；食品生产监督抽查合格率达到97.5%以上；到2015年建成室外应急避难场所163处，室内应急避难场所415处。
白皮书提出：加强风险监测预警，如在全市57个街道各布设1个地震烈度速报台，在各重要林区、森林公园、郊野公园建成72个森林防火远程视频监控点。在危险货物运输车辆、客运车辆、出租车、校车、泥头车、重型货车等重点车辆上安装使用卫星定位汽车行驶记录仪，建立和完善安全监测监控系统。加强道路视频监控系统、交通引导及信息发布等道路交通安全基础设施建设。
此外，健全和完善现有全市感染性腹泻病原谱哨点监测系统、中小学生因病缺课监测系统、社区食源性疾病主动监测系统的基础上，进一步扩大监测范围，提高监测覆盖面及预警的灵敏性。
以深圳市突发事件预警信息发布系统为基础，完善预警信息发布平台功能，拓宽预警信息发布渠道。建立城市安全紧急自动预警系统，在紧急状态下，广播、电视、移动通信、互联网、公共场所电子显示屏等媒体按预先设定的规则和标准自动接收和发布灾害信息。
消防安全事故则属于重点管理：100米以上的公共建筑按规范要求设置避难层，严格控制高层观光餐厅的审批。
专项防治地面坍塌
对于今年深圳频繁发生的地陷，白皮书也有相应的指导意见：按照“全面体检、重点诊断、对症下药、日常保健、建档立制”的思路，利用3年左右的时间开展地面坍塌防治专项工作；对建设时间长或缺乏资料、人口密集区的暗渠化河道和其它排水管渠进行系统检测、评估，完成破损严重、地面坍塌安全隐患较大的暗渠化河道和排水管渠的改造，需要结合周边建筑改造的，优先纳入城市更新范围。
白皮书还强调，深圳必须防范核事故与辐射事故。落实《大亚湾核电厂周围限制区安全保障与环境管理条例》，加强核电厂周围限制区人口规模控制，引导或限制区域内新建、扩建项目。限制区内禁止设立炼油厂、化工厂、油库、爆炸方法作业的采石场、易燃易爆品仓库等对核电厂安全存在威胁的项目。
健全反恐防范标准
对于严重暴力犯罪及恐怖袭击，积极预防和严厉打击危害国家安全的犯罪活动，白皮书强调完善反恐工作机制，加强反恐工作体系及专业力量建设，健全反恐防范标准，推进反恐信息化建设。
在应对市场供应突发事件方面，白皮书规定优化储备计划，提升储备数量，保障市场供应。其中，粮食应急储备规模提升至180天储备量，猪肉应急储备规模提升至10天储备量。
白皮书最后规定了健全新闻媒体和社会公众广泛参与的监督机制，通过设立安全隐患举报电话、电子信箱和政务微博等方式，拓宽监督举报途径，及时回应社会关切。
据记者了解，去年底，福田区获得了世界卫生组织颁发的“国际安全社区”称号，这是华南地区首个以整区建制获此殊荣的行政区。
