如何澄清“曲线敛财”之嫌？
虽然多位当事人均表示，冯姓官员并未实际参股及获利，但也有网友对此事提出质疑。有网友指出：伏某参与经商并不违规。如果此举只为保障其个人权益，协议上更应出现其实际姓名，为何要以一个官员的未成年子女身份签署？
北京大学廉政建设研究中心副主任庄德水直言，正因为官员以“参股”为形式的腐败案例屡见不鲜，才导致公众对此类事件“本能存疑”。公众担心的是，干部借这一形式非法获利。
“利用手中的公共权力入干股或以亲戚朋友的名义注册开办公司，成为一种新型的隐蔽腐败形式。”中国行政体制改革研究会副会长汪玉凯告诉中国青年报记者，“如果干部借用手中权力，在相关经营项目中指定参与企业、个人，其危害较大，而且公众较难获得有效证据。”
“如果官员以股东的身份获利，不仅更为隐蔽，而且获利数额较大，持续时间长。”庄德水说，“倘若借用亲戚朋友的名义参股经营，更加难以被察觉。干部本身占据着资源和政策优势，如果再引入违规的资本运作，后果不容小觑。”
庄德水表示，尤其在当前大力反腐倡廉的背景下，更应提防“曲线敛财”的隐蔽方式。“伴随着经济和市场发展，一定会不断出现新的腐败形式。这就要求相关部门不断跟进，在案件查处时作出更具创新、有针对性的应对。同时也要求领导干部自身要懂得避嫌，不要被卷入复杂的利益圈中。”

庄德水说：“对于南充干部被指‘影子股东’一事，目前除了其个人积极回应，还需要纪委等机构及时发布更具公信力的调查结果，澄清疑问。”
