改革领导小组成立仍需时间
昨天下午，杨伟民在国务院新闻办公室举行的首场解读三中全会精神及公报相关内容的新闻吹风会上表示，随着相关改革措施的落实，将有效缓解地方政府的债务问题。改革调整利益格局，不同利益集团有不同的诉求，但在改革领导小组的带领下可以平衡好。
中央财经领导小组办公室副主任杨伟民在吹风会上直言，改革进入攻坚期、深水区，重要的特点就是以调整利益格局为内容。
而对于各界高度关注的《决定》之后各个领域更详细的改革措施，以及多个改革领导小组主要负责人的人选问题，杨伟民表示，未来会陆续推进各个领域的具体时间、方法、路线图，有些措施已经明确可以直接操作，但有些改革还需制定具体方案。
“比如财税体制改革，《决定》里写了思路，但具体改革方案还需要时间，希望大家给我们党和国家一点时间，让改革措施一条条出来。”杨伟民说。
未来国企改革是否会遇到利益集团的阻碍，杨伟民直言，改革进入攻坚期、深水区，重要的特点就是调整利益格局为内容的改革。尽管会有不同利益诉求，但国企为全民所有的性质决定了应该按照《决定》的要求去深化改革。
“地方债务总量大、增长快、有风险，对我们的经济构成了一定的风险，是我们现在必须面对的一个问题。”杨伟民认为，如果有一些措施落实下去，会缓解或有效地防控地方政府的债务问题。“完善地方税体系，是完善税制的一个目标、任务，同时它也有利于防控地方政府债务的风险，因为如果地方有了自己的主体的税，解决区域性的公共服务问题，符合本地区负责的事权，就有了基本的资金保障。
杨伟民列举了5条这样的措施，其中包括完善地方税体系、允许地方政府发债拓宽城市建设融资渠道、研究建立城市基础设施和住宅政策性金融机构、研究非公有制企业进入特许经营领域的具体办法和推广政府购买服务。
杨伟民解释，现在地方政府为什么更多地通过土地去融资、贷款，包括转让，大家俗称“卖地”，是因为大量资金投入到城市基础设施建设上了。《决定》中提出来，允许政府发行地方债，所以要在完善和修订相关税法的基础之上，通过公开、透明的方式把过去隐性债务变成一种显性债务，让市场、让大家、让社会知道某一个地方的债规模是什么样的，让市场来投票。
杨伟民表示，全面深化改革领导小组成立仍需要一定时间，小组负责四件事，第一是“总体设计”，主要审定和审议重大的改革规划或方案，比如财税体制改革，涉及各个方面的利益调整；第二是“统筹协调”；第三是“整体推进”；最后是“督促落实”。过去主要以国家发改委为主制定年度改革计划，再由国务院通过，这个方式仍然会用下去。
