此外，对于三中全会中提到的探索实行“官邸制”的新提法，梅河清也给出了自己的解读：所谓“官邸制”，按照通俗的意思就是国家有一定级别的官员在任期内提供的居所，按照通行的周转房，作为一种官员住房制度，官邸制被许多发达国家采用。比如美国的白宫、英国唐宁街10号、法国的爱丽舍宫、韩国的青瓦台，都是大家耳熟能详的官邸。探索创造一种具有中国特色的官邸制是针对中国的实际，特别是住房制度改革以来的十多年出现的一些情况：比如说领导干部违规建房、以权谋房等腐败的新的形式，再加上干部的交流，特别是异地任职等，这种情况的出现，客观上为少数官员滥用职权、以权谋房提供了便利。探索实行“官邸制”就是要遏制领导干部以权谋房的一种根本途径。这是十八届三中全会提出的规范和严格执行领导干部工作生活保障制度的一个细化，一个探索，同时也是构建改进作风常态化制度具体的一种实现形式。既回应社会关切，又有利于节省公共资源，也方便群众的监督，这是应对新形势而采取的一项新措施。下一步，广州纪委将根据党和中央的部署，进一步推进这项工作。
