11月19日20时许，乌市苏州路和北京路交会处的一个巷口，行政执法人员与卖炒货的摊贩发生冲突，过程中8岁男孩冬冬头部受伤，事后，双方被北京路派出所带走接受调查。
11月20日中午，记者来到高新区(新市区)行政执法局，见到了负责处理此事的高新区(新市区)行政执法局北京路中队中队长张和顺，他告诉记者，事情发生以后，他立刻派人赶到医院，看望受伤男童并支付了治疗费用，“这件事情是误伤，执法过程中可能有拉扯的情况，双方都有情绪，所以就爆发了。”
