推动形成军民融合深度发展格局。军民融合发展，是我军根植人民、服务人民，军民共建巩固国防和强大军队的内在要求，是实现富国和强军相统一的重要途径。新中国成立60多年特别是改革开放30多年来，我国综合国力大幅跃升，为军民融合发展奠定了雄厚物质基础，打开了更大发展空间。要进一步做好这篇大文章，在国家层面建立推动军民融合发展的统一领导、军地协调、需求对接、资源共享机制，促进基础设施和重要领域深度融合。要合理利用资源，控制军费规模，不仅要“民拥军”，还要“军拥民”，推动经济建设和国防建设协调发展。围绕提高国防科研和武器装备自主创新能力，健全国防工业体系，完善国防科技协同创新体制，改革国防科研生产管理和武器装备采购体制机制，引导优势民营企业、优质社会资源进入军品科研生产和维修领域，推动军工产业升级，为铸造强军“利器”提供物质技术支撑。改革完善依托国民教育培养军事人才的政策制度，合理确定培养目标和规模，提高人才培养效益。拓展军队保障社会化范围和领域，减轻军队“办社会”负担，同时发挥社会化保障拉动内需、促进经济发展的作用。国防动员是军民融合的重要组织形式和桥梁，要深化国防教育改革，健全国防动员体制机制，深化民兵预备役体制改革，优化后备力量规模、结构和布局，完善平时征用和战时动员等法规制度，增强打赢未来战争的国防潜力。深化民兵预备役体制改革。调整理顺边海空防管理体制机制，提高边海空防建设水平和综合管控能力。
三、采取有力举措推进国防和军队改革
顺利实施国防和军队改革是事关全局的大事。贯彻落实《决定》部署要求，我们必须以坚定的决心意志，坚强的组织领导，务实的措施办法，确保改革有力有序推进。
坚持用党中央、习主席决策指示统一思想和行动。要认真学习宣传贯彻党的十八届三中全会精神和习主席一系列重要指示，深刻认识国防和军队改革的重大意义和部署要求，凝聚全军官兵拥护支持改革的共识和力量。充分发挥党委领导核心作用，把强有力的思想政治工作贯穿始终，强化各级的政治意识、大局意识、责任意识，自觉做改革的促进者推动者。严格政治纪律、组织纪律，确保政令军令畅通，行动步调一致，坚决维护党中央、中央军委和习主席权威，坚决实现党中央、中央军委和习主席的战略意图和决策部署。
坚持攻坚克难务求突破。国防和军队改革已进入深水区和攻坚期，必须发扬啃硬骨头的精神，抓住时机，迎难而上。紧紧围绕能打仗、打胜仗的要求，把主攻方向放在解决军事斗争准备中的重点难点问题上、战斗力建设的突出薄弱环节上，着力破解牵一发而动全身的矛盾症结。要坚决冲破传统观念的束缚，突破利益固化的藩篱，以逢山开路、遇河架桥的勇气，不断在重要领域和关键环节取得改革新进展。
坚持改革的系统性、整体性、协同性。深化国防和军队改革是一项复杂的系统工程，必须加强顶层设计，搞好总体筹划，全面协调推进。坚持把军事、政治、后勤、装备各领域改革作为有机整体，把握各项改革任务内在关联性，区分轻重缓急，通盘考虑，统筹实施。对重大改革任务要深入研究论证，广泛听取意见，集中各方智慧，力求决策科学可行，积极稳妥推进。坚持服从服务国家改革大局，使国防和军队改革与国家改革进程相一致，与国家有关政策制度改革相衔接。深化国防和军队改革离不开地方党委政府和人民群众大力支持，要在全社会营造关心国防、热爱国防、建设国防浓厚氛围，为军队改革创造良好环境。
坚持改革创新和弘扬优良传统相统一。我军在80多年实践中培育形成的一整套光荣传统，集中体现了人民军队的特色和优势，必须在新的形势下不断发扬光大。特别是党对军队绝对领导的根本原则和制度，全心全意为人民服务的根本宗旨，任何时候都必须毫不动摇地坚持，不能有丝毫削弱。要解放思想、开阔视野，注意学习借鉴外军和地方有益经验，但不能简单照抄照搬，必须立足国情军情，走中国特色的军队改革发展路子。要正确处理推进改革与保持稳定的关系，在深化改革中增强部队战斗力，保持部队高度集中统一和稳定，确保部队召之即来、来之能战、战之必胜，随时能够完成党和人民赋予的各项任务。
改革蓝图绘就，强军号角劲吹。我们要更加紧密地团结在以习近平同志为总书记的党中央周围，高举中国特色社会主义伟大旗帜，以邓小平理论、“三个代表”重要思想、科学发展观为指导，坚决贯彻习主席一系列决策指示，坚定信心，锐意改革，真抓实干，全面加强军队革命化现代化正规化建设，在强国强军伟大征程上奋力书写新的华彩篇章。
