在本周二泰国开幕的国际电信联盟2013世界电信展上，“TD-LTE技术与频谱研讨会”召开，中国无线电管理局局长谢飞波透露了中国TD-LTE的频谱规划情况。据悉，分配TD-LTE扩大规模试验频段给各家运营商如下：中国移动1880 -1900 MHz、2320-2370 MHz、2575-2635 MHz，中国联通2300-2320 MHz、2555-2575 MHz，中国电信2370-2390 MHz、2635-2655 MHz。
通信专家项立刚分析认为，目前4G牌照尚未发放，因此采用了“TD-LTE扩大规模试验频段”这样委婉的说法，而这基本上可以说等同于TD-LTE商用频段的分配情况了。从目前安排来看，中国移动共获得了130M的频谱资源，远高于其他两家兄弟企业。这也与中国移动作为TD-LTE主导运营商的地位相称。
目前全球4G标准上有两大技术路径——TD-LTE和FDD-LTE。前者是中国主导的4G标准。根据之前坊间传言，工信部将给三大运营商都发TD-LTE牌照，而FDD牌照则是可选项。还有消息说，中国电信将获得60M的频谱，中国联通获得50M频谱，均用于FDD建设。
在当日的演讲中，工信部部长苗圩表示，近年已推出一系列的政策，努力实现TD-LTE的国际化。他还再次确认，中国政府将在今年年底前发放4G牌照。
受此消息的提振，昨日4G概念股走高。截至昨日收盘，整个板块涨2.97%，其中大唐电信、中创信测、富春通信等三股涨停，联信永益、宜通世纪、武汉凡谷等涨幅逾5%。
