35年前，这里召开了中国共产党十一届三中全会，中国就此开始了改革征程。数十年间，无数重要的会议在此召开，中国的命运也因之改变。2013年11月9日，中国共产党十八届三中全会在京西宾馆召开，来自各地的基层代表们云集于此，参与商议改革大计。
在京西宾馆的五天四夜，代表们度过了一个个激动又兴奋的难眠夜。随着"改革决定"的最终出炉，这些代表亲历了这次必将载入共和国史册的重要会议，他们也成为历史的见证人。
"发言自由，无讲稿，讨论节奏十分紧凑"
11月9号，西长安街安保严密，在京西宾馆外守卫的警察表情严肃。在接下来的几天中，全世界目光聚焦此处，热切关注着京西宾馆内即将传出的改革讯号。
宾馆内部，却平静如常。没有花篮，也没有横幅，只有印着兰花的白瓷杯，里面泡着普通茶叶。在一间百余平方米的会议室内，来自浙江、江苏、江西还有部分中直单位的50多位代表围坐一堂，各抒己见。
十八届三中全会第一次会议结束后，京西宾馆内开始分组讨论着关于改革的若干内容。39岁的《浙江日报》记者俞佳友坐在会议室里，在采访本上记录着各位代表的发言。
这次会议是俞佳友参加过最热烈的一次，即使有中央领导在，也不影响会议的讨论氛围。俞佳友回忆说，坐他身边的代表发言结束后，对面代表便起身，发言自由，讨论节奏却十分紧凑，在场的大多数代表也没有使用讲稿。
俞佳友密密麻麻记了80多页的笔记，用了半个采访本。
坐在俞佳友右侧的是阿里巴巴职员吴菊萍。此次参会，俞佳友和吴菊萍的身份特殊——既不是中央委员或候补中央委员，也非中纪委相关同志，而是党的基层代表。
吴菊萍便是两年前轰动全国的"最美妈妈"。她曾双手接住从10楼意外坠下的2岁女童妞妞，手臂因此粉碎性骨折。
与会基层代表中，除了这些感动中国的人物外，还有一些在基层干出一番事业的"村官"，"80后"邢镭就是其中一位。2009年大学毕业后，邢镭在江西永新县三湾村当村官，他帮助村民发展特种养殖产业致富，引发全国关注，成为全国十八大代表中仅有的4位"大学生村官"之一。
除此之外，基层代表中还有一些知名人物、专家学者。央视资深主播李瑞英和讲解《论语》出名的学者于丹都参加了这次会议。
媒体对三中全会列席代表身份多样化感到意外和惊喜。《北京青年报》报道，往期三中全会公报中，只有十七届三中全会公报显示有基层党代表列席，该次三中全会列席者只与农业相关。而此次列席会议的基层党代表来自多个行业，除专家学者外还有不少来自基层的普通人。
"简单就是最好"
这次会议中，让俞佳友印象最深刻的，还是习近平总书记来到他们讨论组的情形。习近平总书记没有穿正式西装，也没有打领带，而是一身休闲服装，亲切地和在场代表一一握手。俞佳友回忆："当习总书记走到前时，我介绍自己是《浙江日报》的记者，平易近人的书记微笑着仔细看了我一眼，说‘好’。"
俞佳友说，习近平落座后鼓励大家多发言，在代表发言期间不时作出点评，还低头写笔记。习近平在发言中提到在全面深化改革中，"钱塘江大潮世人瞩目，好多人都去看，我们应该像钱塘江大潮一样，争做这个时代的弄潮儿。"
在另外一个讨论组，来自东北三省和中直单位的代表们也在热烈讨论。全国总工会副主席郭明义也在其中。
郭明义作为全国道德模范，因为毫无保留的捐助他人，感动全国，并于今年10月当选为全国总工会兼职副主席。他认为，习书记在十八大后走访了很多地方，发表的意见无不透露着改革的方向和重点，"这次会议任务非常重要"，郭明义也为此做了很多的准备。
郭明义回忆，在他所在的讨论小组，张德江、汪洋等中央领导态度十分温和地倾听代表们的意见，代表们也积极发言，"发言很踊跃"。
在三中全会召开的4天时间里，因为时间紧张，参会代表们都是在京西宾馆中度过。郭明义回忆，宾馆里的服务员非常有礼貌，住宿地和普通房间也并无区别。至于闻名遐迩的京西宾馆美食，郭明义笑到道："菜都很普通"。
俞佳友说，今年的会议餐格外节俭，餐席额外只有素食席，也几乎见不到高档菜的影子。他还发现，"今年给代表团提供的自助餐无论在菜肴上，还是主食品种上均减少了一些"，晚餐既没有山珍海味，也没有酒水。
俞佳友还注意到，代表们也纷纷践行"光盘行动"，盘底不见残羹。而在前几年京西宾馆的晚餐中，会喝酒的人还会来一瓶啤酒助兴，而现在一瓶啤酒也不见到了。
这次会议中，京西宾馆除饮食从简外，各种仪式也最大程度缩减。俞佳友说，这次会议接待没有了原先宾馆服务员夹道欢迎的仪式，大家仅简单入住了，"简单就是最好"。
“从京西到中国”
京西宾馆作为中国最神秘的建筑之一，它只有门牌号而无标识。许多在附近工作多年的普通百姓甚至都不知道此处还有一个高规格的会议宾馆。
据媒体以往报道，从不对外开放的京西宾馆传达室墙上挂着“住馆宾客会客程序和规定”，上写凭会议组织单位核发的会议通知、请柬、会议证等有效证件方可进入，此与人民大会堂相似。
这个神秘低调的宾馆，自1964年开业至2004年的40年间，共计接待29次人代会、44次党代会和中央全会，被称为“最安全的宾馆”，是见证中国历史的“会场之冠”。
事实上，京西宾馆最早设计为军队招待所，一直属于军队编制，正式名称为“中国人民解放军总参谋部管理保障部京西宾馆管理局”。据《凤凰周刊》报道，十一届三中全会之所以没有选择在人民大会堂召开，是因为当时很多党政军高级干部住在京西宾馆，考虑到与会人员的安全问题，所以选择京西宾馆。
1978年冬天，京西宾馆内为时 5天的会议打破了“两个凡是”的枷锁，开启中国发展的新纪元。35年后，十八届三中全会重新选择在京西宾馆召开，中国改革继续前行。
全国总工会副主席郭明义对此观点颇为认同，他认为此次会议是继承了十一届三中全会的精神。“35年前，国家领导人在京西宾馆开会，做出改革开放的决策。这次选择这里，是总结经验教训，全面推进改革。”
11月12日十八届三中全会闭幕当晚，舆论沸腾。而身在京西宾馆的郭明义看完《新闻联播》后便独自离开了京西宾馆。他说，与外面热闹不同，整个京西宾馆静悄悄。
郭明义顺着来时的路，步行至地铁站，转乘一番后抵达北京火车站。他说，此次回去，“要帮助更多的职工去实现他们的中国梦，就是他们的小梦想。” 与此同时，俞佳友也踏上了返回杭州的航班，准备接下来到基层宣讲三中全会精神。
而关于神秘的京西宾馆，有这样一个细节还在流传，当年召开十一届三中全会的第一会议室，从椅子到喝茶的玻璃杯仍保持着原样，俨然会议刚刚散场。
