　　依据全国50个煤矿重点县安全攻坚战目标，到2015年底，50个重点县煤矿死亡人数比前五年(2008—2012年)平均死亡人数下降50%以上。为此，国家煤矿安监局明确提出了9项措施，即组织对实际控制人(包括主要投资人、法人代表或矿长)开展再教育再培训；对煤矿实施真查、真停、真盯、真改、真验；关闭淘汰小煤矿；严格准入，重新核定生产能力；开展普查治理水害；大力推进信息化平台建设；全面启动机械化升级改造，严格规范劳动用工管理；严厉打击无证非法采煤、超层越界开采行为等。同时，提出要对发生较大以上事故的煤矿、实际控制人和有关部门负责人，依法从严追究责任。

　　据了解，这50个全国煤矿安全重点区县是国家煤监局对2008至2012年五年间，全国772个产煤县的煤矿伤亡事故情况进行统计分析后确定的。

　　据介绍，四季度是传统的煤炭消费旺季，历来都是事故高发期。煤矿安全监管监察部门将采用暗查、抽查、突击检查等方式，严厉打击煤矿出现超能力、超强度、超定员组织生产等违法违规行为，确保冬季煤矿安全生产。
