　　北京市安监局表示，对涉及氯、氨、汽油、氢等35种重点监控危化品的企业，须委托有资质的评价机构开展安全评估。暂时无法整改的要停产整顿，重大隐患上报安监部门，挂牌督办。所有涉及35种重点监管危化品使用的新建工艺装置，在投入生产和使用前必须进行安全条件论证。构成重大危险源的，要严格按照相关规定进行监控和自动化控制改造；建立应急救援组织或配备应急救援人员，保障第一时间进行应急处置。

　　北京市还将建立危险化学品运输管理子系统，利用卫星定位、移动3G视频传输、电子标签等技术进行实时监控，推动外埠过境及进京运输危险化学品车辆加装移动卫星定位监控设备，实现对其在京期间的有效监控。
