　　零售点须缴抵押金

　　为提高烟花爆竹零售经营单位防范事故和抵御风险的能力，根据《关于进一步加强企业安全生产工作的通知》(国发〔2010〕23号)和《北京市安全生产条例》关于高危行业建立安全生产责任保险制度的相关要求，2014年烟花爆竹零售经营单位均继续投保安全生产责任保险。

　　记者了解到，零售网点均须缴纳风险抵押金，至于具体数额各区县目前没有明确规定。一些零售摊主告诉记者，需要缴纳风险抵押金3万至10万不等。

　　记者从丰台安监局获悉，丰台区内零售网点须缴纳风险抵押金5万元至指定银行专户，以有效促进经营者自觉提升安全管理水平。

　　雾霾橙色预警停售

　　根据北京市安监局相关工作要求，今年全市将加大储存、配送和销售等重点时段，以及批发仓库和零售网点周边等重点区域执法检查力度。

　　最近两年，北京市入冬后空气质量较差，雾霾天增多，对此，安监部门明确，按照《北京市空气重度污染应急预案》和《北京市2014年元旦春节烟花爆竹安全管理工作意见》的要求，在市政府发布雾霾橙色预警情况下，督促烟花爆竹零售网点暂停销售，批发单位暂停配送烟花爆竹。

　　此外，安监部门也表示，在雾霾天减少花炮燃放，减少空气中的污染。

　　网点设音视频监控

　　根据《北京市2014年春节烟花爆竹销售(储存)安全工作方案》要求，各区县应该在往年烟花爆竹零售网点选址的基础上，统筹考虑，合理布设，做好烟花爆竹零售网点的选址、设置工作。

　　在花炮的储存环节，2014年春节期间，烟花爆竹零售网点将全面实行音视频监控管理工作。在烟花爆竹销售期间，各网点要做好监控设备的运行维护工作，并充分发挥网点监控系统的作用，安监局也将加强对零售网点的安全管理。

　　在烟花爆竹的销售环节，安监部门要求，要加强流向登记管理和物联网监控，指导批发单位做好电子标签的入库、出库、返库扫描，并将信息利用无线传输方式实时传送到全市烟花爆竹流向监控系统。
