有望明年初出台代表建议办理条例、代表法实施办法也将上会
法制晚报(记者李洁)定于明年1月16日召开的市人代会将增加三项立法议程。备受关注的《北京市大气污染防治条例》等三部法规草案将上会审议，且有望于明年年初出台。
上午，市十四届人大常委会第七次会议决定，将《北京市实施<中华人民共和国全国人民代表大会和地方各级人民代表大会代表法>办法(草案)》、《北京市人民代表大会代表建议、批评和意见办理条例(草案)》和《北京市大气污染防治条例(草案)》提请明年年初召开的市十四届人大二次会议审议。
截至目前，三项法规均已经过北京市人大常委会三次审议。它们或者涉及时下热点的环境问题，或者涉及公权力行使的规范，都有较高的关注度。
据介绍，在上世纪80、90年代市人代会上曾有过几次立法议程。而北京人民代表大会十几年来主要履行决定重大事项、监督、选举等职能，但一直没有履行立法的职能。三项法规上会，将是市人代会十几年来再次履行立法职能。
