  通知指出,要全面、正确地领会十八届三中全会关于建立城乡统一的建设用地市场等改革措施,坚持依法依规,严格执行土地利用总体规划和城乡建设规划,严格实行土地用途管制制度,严守耕地红线,坚决遏制在建、在售“小产权房”行为。
