这几年出现一个情况，就是现在燃放烟花爆竹规模越来越大，烟花爆竹本身也越来越大，价格也越来越贵。从这些方面来讲，个人燃放和公家燃放是不能比的，现在有些单位过节燃放，一放放半个小时或者一个小时，那就不知道多少上了天，倒是很壮观很漂亮，但是本身用公款，本身就造成对社会财富造成浪费。

[黄苇町]再有，如果是公款送的比老板送的更安全，因为送你的都是单位，都是属于公家单位来送你的，这种情况下有时候就更接受的自然了一些。但实际上我们得看到这个问题，这种公款送礼即使表面上是公家来送，联络感情，实际上是公家出钱，培养的是个人感情投资，有些人即使有所求不说在嘴上，往往也心知肚明。有些案子，领导干部受贿30%都是在春节期间。这个时候有个什么特点呢？因为平时送礼让人容易看到你有明确的目的性，要我办什么事。这个就不一定，这是节日中的感情往来，所以往往也把这个东西掩盖了，披上民俗的外衣掩盖一些腐败，至少是不廉洁的活动。所以中央第一时间发这个通知，我认为是非常重要的。
这个通知是继月饼、贺卡之后，这次又提出春节年货送礼，我觉得它的意义，首先是给咱们的干部提个醒，给你划清界线，就是你不要越线踩线。
