“没办法，我们要扣除你4万元押金，作为对她的补偿。”屋里的男子愤愤不平地说。
张军青无语了，低头细声细语道：“你们也没说不能动她啊，这是我买回家的媳妇，怎么就不能动了呢？再说，也不能这么贵啊。”没等张军青解释完，屋里的男子就将张军青和记者赶出了门，说“回家考虑去吧”。
回家的路上，张军青哭了。他哭得很伤心，他说自己不知道该怎么向父母解释。他也不明白，原本不懂中国话的女子，怎么就突然开口说汉语了呢？
借口回国探亲新娘失踪
记者在采访中不时听到有买来的新娘跑了的爆料，这些花钱“娶”来的新娘为何跑路呢？
凤岗是景德镇市郊一个居住有八百户人家的村落，离凰岗约两小时车程，记者同样在那里进行了采访。据村民说，这个村中有4户人家近一年来都花钱“娶”回了外籍新娘，但是其中一户张姓人家的新娘跑了。记者来到凤岗采访时，在村委会房屋后面很容易就找到了小张的家。这是一处三层楼的大瓦房，楼下还开着一家生意不错的理发店，虽然事主小张不在家，但村里人对他花钱买媳妇的事一点也不歧视，邻居们坐在小张家的理发店内就跟记者聊开了。
据邻居们介绍，在4户花钱买新娘的人家中 ，小张的家境是比较好的。去年他花了 8万元买回柬埔寨新娘，居家过日子一直都很好，可眼看着其他三户买来的新娘都怀孕了，甚至有两个生下孩子，而小张媳妇的肚子却始终不见动静，家人就急了。在比划着询问了媳妇几句原因后，对方却不高兴了 。
几个月前，柬埔寨新娘突然说家人“有病”要回去看看，毫无戒心的小张就把她送到机场买票让其返回了老家，可是人去后再也没有踪影和音信，新娘的家究竟在柬埔寨什么地方，到现在大家也没弄明白。
为逃跑有人悄悄避孕
无独有偶，鄱阳县古县渡镇南滨桥村的陈鹏(化名)买来的越南媳妇也跑了 。陈鹏的婶婶告诉记者，他家是花7万元从当地的越南中间人买来的新娘，结婚一年多来，新娘一直没怀孕生子。一个月前 ，两个自称是新娘妈妈和姐姐的女人来到南滨桥村看望陈鹏媳妇，当夫妻两人去机场送自称新娘妈妈和姐姐的女人离开时，陈鹏一不小心把自己的媳妇给“丢了”，一个多月来，家人到处寻找丢失的新娘未果，至今不知道该怎么办才好。
花钱买来的新娘离奇失踪，还发生在江西省乐平市的双田镇。据介绍，今年上半年，双田镇朱家村有个村民带回来一位来自越南的“女友”，该越南女友不久又带来3个越南姑娘，经人牵线搭桥后分别“嫁”到了当地三个人家做媳妇，每个人都花费了3～5万元不等的高价。可让大家没想到的是，今年6月底，这些越南新娘突然都不见了踪影，有户人家甚至连新娘的照片都没留下，只知道新娘名字叫“黎风”。双田镇派出所民警介绍说，该镇共有8名受害者陆续报案，他们遭遇基本相似，应该是同一团伙作案。
有知情人告诉记者，有些花钱买来的新娘确实“不靠谱”，这些不是以结婚成家为目的的人，许多都会自己偷偷地吃避孕药防止怀孕，目的就是寻找合适的机会逃跑。
■目击
民警当掮客，警车开道去“说亲”
娶外籍媳妇应通过什么样的合法程序？明码标价介绍外籍女孩相亲算不算买卖人口？这些女孩是否又是合法入境的？怀着各种疑问，16日下午记者以为家里亲戚的外籍新娘办手续为由，前往凰岗镇派出所咨询民警。但出乎记者意料，这里竟然有民警私下向记者拉起介绍女孩的“生意”，并亲自开着警车，充当中间人带记者当面“挑选”了6个柬埔寨女孩。当地花钱娶外籍新娘的风气之盛可见一斑。据派出所给出的数据，目前仅在凰岗的已登记外籍女性有200多人，鄱阳县辖区人数则在400人以上，大多来自柬埔寨、越南。
民警“说媒”开价8万
走进凰岗派出所大院，有一块“鄱阳县公安局凰岗外国人管理服务站”的提示牌非常醒目，墙上还张贴着一张通知：“接上级通知，2013年进入凰岗镇的外国新娘，到鄱阳县人民医院接受体检。”另一张鄱阳县公安局出入境管理大队的“温馨提示”则提醒，2013年1月柬埔寨确诊5例禽流感(H5N1)病例，要大家注意防范。
从这通知及提示来看，凰岗的外籍人口应该不少。
“别人给我家表弟在凰岗找了个外籍女孩，应该怎么给她办理居留国内和结婚后的户口手续？”记者走进办公室，向正围坐电脑前的民警询问道。
“凰岗的外籍女孩都卖到你们山东了？你花了多少钱？”民警问。当听说记者是以“96000元成交的”后，一民警说道：“你买贵了，我们这里8万块钱就能拿下来。”
民警紧接着答复咨询说，如果与外籍女孩结婚后，要拿着她的护照和个人单身证明、使馆认证书等到民政部门办理结婚证，具体落户手续要到当地公安部门办理。
问询清楚后，记者一时不知道该怎么如实表明真实身份，便以去趟卫生间为借口临时退出办公室。没想到一名身穿公安作训服的人紧跟着走了出来。
“你买的外籍女孩贵了，我可以给你介绍，让你看几个便宜的。”这名男子自我介绍：“我是派出所的老虞，看你是真心想买外籍女孩，我愿和你做这个生意。”他告诉记者，凰岗有很多卖外籍女孩的人都是骗人的，“但你可以相信我这个民警不会骗你 ，我包你每次挣个四五十万不成问题。”老虞进一步解释说，他介绍的每个外籍女孩价格8万元左右，“你带到山东卖12万，每个人都净挣4万。”看记者一直在犹豫，他主动留下了手机号。
“柬埔寨的比越南的好卖”
11月17日上午，老虞一大早就多次给记者打来电话，询问是否有意到凰岗去看“货”，他当天可以带路看至少六七个外籍妇女，并称“一起(打包)买的话价格可以商谈。”
按照老虞的约定，记者打车来到凰岗镇鄱阳湖乡村大酒店门口，几分钟后，身穿公安作训服的老虞也驾驶着一辆赣E050P警牌照的警车到来。几句客套话后，老虞直奔主题：“我这次带你看的7个人都是柬埔寨籍，越南籍妇女现在不好卖。”他紧接着给记者分析，原因主要是越南妇女的文化水品要比柬埔寨的高，思维比较敏捷，不好调教；另外她们来华结婚的目的不纯，嫁得好就留下，嫁得不好就开溜，不如柬埔寨的“老实”。
说话间，老虞带着记者走进鄱阳湖乡村大酒店大厅，指着坐在大厅沙发上的两名中年妇女说道：“这两个人是从柬埔寨带来的，‘货’是旁边两个男青年的，价格可以与他们商谈。”
“这两个人，我们要价全都是9万元。”男青年见记者有些犹豫，就表示“你有心要的话，年龄稍大点的，可以降5000块钱，这也是看在老虞的面子上。”
记者当即表示她们年纪太大，想再考虑一下。坐上老虞开的警车离开时，老虞便开导说：“中年妇女沉稳、能吃苦，结婚后可以保证不会跑掉。”记者找借口称“ 只想给表弟找个年轻的”，老虞便说：“我带你去看另外几个女孩，肯定有你满意的。”
有的女孩属非法滞留
穿过凰岗镇街道时间不长，老虞就将警车开到一处二层门头网点房的后院停住。“这里叫九井村(音译)，这些门头房都在做这个(买卖外籍妇女)生意的，我和他们都很熟。”老虞说。
从门厅侧面楼梯上楼，只见客厅沙发上分别坐着4名女性，她们的神态没有显得局促不安，相互嘻嘻哈哈像是在做游戏。“都是柬埔寨人，年龄20多岁，刚入境带回来时间不长。”屋里的几个男女介绍说，无论看好哪一个女孩，价格都是9万元没商量。
其中一名男子介绍，9万元的价格包括：提供其个人有效护照、在柬埔寨的独身证明、柬埔寨驻华使馆认证书等。并保证每名女孩有“质保期”，即在六个月内，女孩跑了可免费再介绍一名女孩抵顶，或做部分退款处理。屋内一个女子还进一步解释说：“我们可以提供空间，让前来相亲的男子与女孩共同居住一段时间‘谈谈感情’，前提是要交4万元不等的押金。”
记者以想确定女孩是否是非法入境为由，表示要查看她们的护照和签证，屋内男男女女脸上便露出难色，表示护照“被老板拿走了”。看到记者一定坚持要看，其中一男子便表示，可以拿一个和这些女孩同一批入境的另一个女孩的护照来看。
记者在这本柬埔寨护照上看到，该女孩来自柬埔寨，其办证时间是2013年9月26日，在广州白云机场的入境时间是2013年10月16日，所持的中国签证为旅游(L)签证，允许居留时间是30天，在记者查看护照当日已经超过许可居留日期，属于非法滞留。
民警老虞似乎对牵线相亲的事很热心，在记者表示要多考虑考虑而离开后，多次电话询问什么时候能成交，即使在晚上开车出警巡逻时也打电话。
对话柬埔寨新娘——
—“我只是生孩子的工具”
被凤岗村27岁的小彭花8万元买回家的新娘阮淑兰(音译)，刚生下女儿四个月。由于“嫁 ”到中国前曾在马来西亚的华人餐厅打过工，她能简单听懂一点汉语，记者与她进行了简单的对话沟通，对自己来自柬埔寨哪个省都搞不懂的她说嫁到婆家后过得并不开心，自己只是被当成了生孩子的工具。
记者：你来中国生活习惯吗？
淑兰：感觉不习惯，气候很冷。
记者：你在柬埔寨有兄弟姊妹吗？
淑兰：姊妹四个，我是老大，他们还都在柬埔寨。
记者：你当时怎么想要嫁到中国来呢？
淑兰：不是我要想嫁到中国 ，是家里人想要钱。有一个柬埔寨人 ，还有一个中国男人 ，来到我家找到我妈妈说，中国生活很好，不像我们很苦的，最后我也想到中国就跟着他们来了。
记者：他们给了你妈多少钱把你带走？
淑兰：5000元人民币。
记者：你们当时一起来的是几个人，谁买的机票？
淑兰：我们是两个女孩一起。他们给办理的证件和买的机票。那个女孩后来不知道去哪里了，至今也没有联系。
记者：如果你在柬埔寨嫁人的话，娶你的男人也需要给你家钱吗？
淑兰：要给我们1万元柬币(约15元人民币)。
记者：你来中国感到满意吗，你妈妈什么感觉？
淑兰：不满意，我会经常想家。但妈妈很满意，至少不再受苦了。
说话间，阮淑兰的婆婆曹女士插话说：“我对这个媳妇还不满意呢，我只是喜欢她给我们家生的小孙女”。
还原远嫁路线——
—持旅游签证入境几次倒手找婆家
记者了解到，介绍外籍女孩的中间人多数不会外语，更没到过柬埔寨、越南等地，他们是如何找到这些“待嫁”女孩的？
“我们是从广州进的‘货’，然后带到当地找买家把女孩‘嫁’出去。”据一名知情人介绍，中间人在广州、广西、云南等地都有上线。通常是有人在柬埔寨、越南等国家，以大约5000元人民币的价格当彩礼上门向女孩的父母“提亲”，声称能介绍女孩到中国嫁人享福，并免费代办个人证件和机票路费等。女孩接到手之后，便以组织旅游的名义分别从广州、广西、云南等地带入中国口岸，交给在当地接应人员进行“批发”。
此时，外籍女孩的价格开始上涨，每个人的身价根据其长相而异，大约在30000～35000元不等。来自国外的“上线”所承担的责任是，必须在国外寻找目标、办理好有关手续，并混过中国海关顺利入境。
作为第二级“ 批发商”，在口岸接应的人则将女孩迅速分散给内地的各个下家，为了不引起不必要的麻烦 ，通常会把来自同一个地区的外籍女孩进行分散，给下家的“批发价”也会根据不同长相，再次上涨至45000元至50000元左右。这些人负责的是要顺利把外籍女孩倒手出去，避免时间过长耽误了入境时间30天的居住期。
第三级“批发商”才是直接面对买家即客户的。他们仍根据长相、年龄不同，再次给女孩加价至8万元左右。这些人负责以“婚姻介绍”为幌子，到处寻找客源完成整个“产业链”的交易过程。
这名知情人还介绍说，许多原本出嫁到中国的外籍妇女，在适应了中国当地的居住环境后，也会从其境外的老家等地寻找青年女性，然后省略中间的几个倒手步骤直接把她们带到中国内地，转手卖给下家或寻找买家。“ 在凰岗、乐平等外籍妇女集中的地方，这种情况就比较多见。”
记者在采访时，曾听到多个购买新娘的人抱怨说，这些外籍女子嫁到中国户口不好办。
据凤岗柬埔寨新娘阮淑兰的婆婆曹女士介绍，她家的外籍媳妇和儿子结婚后，结婚证、个人护照等有效证件都有，但就是户口不能迁移到中国 。不仅如此，儿媳妇的签证要3个月一签，来回跑公安局外事部门非常麻烦，每次还要花费不少签证费。办儿媳的居留中国签证，要分别到当地公安派出所、所在区公安分局、市公安局三个地方，“每次办下证来头都晕了，还必须三个月轮一回。”
曹女士说，公安部门曾答复说，要办永久居留中国手续，可能要等5年后才能办理。“虽然，儿媳妇在怀孕期间办理了一个临时居留一年的签证，但是要等5年后才能酌情办理，这哪是个头啊。”
公安部：
有可能涉嫌人口拐卖将严打
据了解，针对外籍新娘的涉外婚姻问题，继外交部领事保护中心提醒中国公民谨慎对待境外相亲信息后，公安部打拐办主任陈士渠近日表示：“团购外籍新娘”的做法涉嫌违法，可能涉及拐卖或婚姻诈骗，公安部等部门将严打以涉外婚姻为旗号的非法盈利行为。
陈士渠表示，虽然我国对涉外婚姻并没有禁止性的规定，但对涉外婚姻中介机构有明确的禁止性规定，禁止成立任何涉外婚姻中介机构，任何人不得以欺骗手段或以盈利为目的，实施或变相实施涉外婚姻介绍活动。越南等国家同样规定涉外婚姻中介违法。人口不是商品，所谓的“ 团购新娘”有可能涉及拐卖，也有可能涉及婚姻诈骗，双方一旦发生纠纷，权益很难得到保障，难以得到有效的法律保护。陈士渠同时表示，针对一些网站和中介机构，打着介绍涉外婚姻的旗号非法盈利的行为，公安部将会同外交部、民政部，严厉打击这种非法活动。
对于涉外相亲一事，外交部中国领事服务网此前也发布消息称，外交部领事保护中心提醒中国公民，我国允许合情合法的涉外婚姻，但赴境外前应事先了解国内外有关法律规定和中介机构资质，防止自身权益受损。近年来，曾多次发生中国公民因轻信互联网上的虚假信息及传言，携带财物赴境外相亲娶妻结果上当受骗、蒙受经济损失的案例。文/图 特派记者 刘延珉
